Localization of the pharmaceutical industry is a strategic government goal

In March of last year 2023, the Council of Ministers issued several decisions related to localizing the pharmaceutical industry, as part of the strategic vision of the government of Muhammad Shia al-Sudani for the present and future of the country and correcting what is possible of practical paths complicated by the circumstances that the country went through.
The Cabinet decided to launch operational advances for contracts concluded with national pharmaceutical factories, and to form the Pharmaceutical Council (headed by the Undersecretary of the Ministry of Health and including general managers in the ministry, customs, and representatives of the unions (doctors, dentists, and pharmacists) for the purpose of integration between the public sector represented by the Ministry of Health and the private sector, and to overcome obstacles and impediments.
The Council also decided to establish industrial cities for the pharmaceutical industry by allocating large areas of land to establish pharmaceutical factories in accordance with the Industrial Cities Law (2 of 2019), and to grant soft loans to existing factories wishing to develop their production lines while easing the conditions of bank guarantees so that they are guaranteed by the factory.
Five days after these decisions, Prime Minister Mohammed Shia Al-Sudani inaugurated the National Health Factory, and stressed that day that pharmaceutical and health security are among the most important requirements of the citizen, and that “the opening of the national factory is a message from the government to localize the pharmaceutical industry,” and he continued: “The state must be able to secure medical supplies,” adding: “We hope that the private sector will contribute to national production.” From medicines”.
He explained that “the national factory will meet the needs of patients in hospitals for disinfectants, sterilizers and dialysis solutions and will have 15 percent of the sales of the produced materials”, noting that “there is a readiness to add new production lines in the national factory”.
He noted that “drug security is one of the most important requirements for the security of citizens and the state in light of epidemic crises, wars and economic crises, and the state must be able, through the private sector and the government sector, to secure health and medicine supplies for citizens, otherwise we will wait for the shipment to arrive, so we have set this goal before us”.
The Prime Minister stated that “the size of the drug market has exceeded 3 billion dollars and the percentage of securing the national product from this monetary mass is only 10 percent, which means that 90 percent goes outside Iraq, and this monetary mass goes from the country and Iraq was a consumer market for countries and companies to market their products”.
In turn, Minister of Health Saleh Al-Hasnawi said: “The project to localize the pharmaceutical industry is among the priorities of the government program”, indicating that “the project aims to achieve drug security and eliminate the need to import drugs”.
He pointed out that “the issue of imports is followed by several problems, including delayed shipments and their transportation, in addition to the economic crisis,” stressing that “the availability of the pharmaceutical industry within the country will make it easier for patients to obtain medicine, in addition to the ease of hospitals contracting with national factories.”
He added that “Iraq has provided unprecedented facilities to investors,” calling on them to “seize the opportunity and establish a real pharmaceutical industry in the country, in order to achieve drug security,” noting that “some medicines that were imported for large sums were manufactured within Iraq at a lower cost, reaching 50 percent.”
The story of the modern Iraqi state with the pharmaceutical industry goes back to 1965 with the establishment of the General Company for the Manufacture of Medicines and Medical Supplies / Samarra under contract with the Soviet Union (former). It owns 5 pharmaceutical factories in several governorates. The company's actual production began in 1970, and it is considered one of the best companies in the Middle East. However, the wars and devastation that followed since 1980 and after 1991 and 2003 left their mark on the company, its factories and plants, to return again after the fall of the former regime, and strengthen its presence in the local market alongside nearly 24 pharmaceutical factories, most of which belong to the private sector.
Al-Sudani's government wants to invest in the relatively stable atmosphere locally to attract local and international investments to the pharmaceutical industry sector in Iraq to cover the increasing demand for medicines and medical supplies, and reach the stage of producing and securing 50 percent of the country's total drug needs in the next few years.
