The Council of Ministers issued a number of decisions during its regular session held today, Tuesday, including approving the recommendations contained in the report of the government program follow-up team. The
Prime Minister's media office said in a statement received by (Mawazine News): "Prime Minister Mohammed Shia al-Sudani chaired today, Tuesday, the thirty-second regular session of the Council of Ministers," indicating that "the most important topics and general issues were discussed during it, and the implementation of the government program targets and various issues and files on the agenda were followed up."
The Prime Minister pointed to "the importance of the general population census scheduled to be conducted next November, and its necessity in drawing up successful economic and development plans," directing ministries and institutions - especially the Ministry of Education - "to oblige their employees concerned with implementing the general census to complete their assigned duties within the framework of the success of the census process."
The Prime Minister directed "the relevant departments to continue granting employees enrolled in the census stages all their approved privileges and not to deduct any of them."
Following up on the Council for Economic Development and Investment Regulation Affairs, the recommendations of the Ministerial Council for the Economy were approved as follows:
First: Approval of Recommendation (24200 Q) regarding the follow-up of the Al-Nibras Chemicals Project, which includes approval of the final study submitted by the consulting company (Genesis), according to what was stated in the joint minutes signed by the members of the Ministerial Order Committee, issued by the Ministry of Industry and Minerals on August 8, 2023, and the release of the final payment to the consultant in light of the approval of the Ministries of Oil and Industry and Minerals for the study, and their bearing of the accuracy of the legal procedures related to contracting with the consultant, in light of the interpretation of Paragraph (2) of Cabinet Resolution (474 of 2021) and the accuracy of the data and information provided and the procedures taken in implementing the terms of the contract.
Second: Approval of recommendations (24046 Q) and (24160 Q) regarding regulating investment opportunities procedures, as follows:
1- Amending the first paragraph of Cabinet Resolution (245 of 2019), amended by Resolution (23374 of 2023), regarding granting the Minister’s authority to comply with the following:
A. Granting ministers non-exclusive powers to directors of departments responsible for managing the investment file in the Ministry.
B. Directors of departments responsible for managing the investment file in the Ministry form a working team that undertakes the process of completing the requirements with the relevant departments in the Ministry, provided that the Ministry’s representative (delegate) in the one-stop shop is part of the working team and is granted authority commensurate with the size of the task, which facilitates his work as a liaison member with the Authority.
2- Referring the proposed draft amendment to Article (10/Second/B) of the Investment Law (13 of 2006) as amended, to become: (Concluding a single contract with the entity granting the investment license, including the technical obligations clause (obligations required from the sectoral entity), and the obligations clause with the entity owning the land (Ministry of Finance), provided that each entity bears responsibility for the paragraphs included in the contract to the formed committee, to study it within the proposals to amend the aforementioned law, and the coordination of the National Investment Commission between it and the sectoral entities and the entities represented in the single window, by taking what is necessary to adopt a unified working mechanism for concluding contracts, guided by the working mechanism approved by the decision of the Ministerial Council for the Economy (230243 Q) on October 1, 2023.
3- Obligating the entities owning all real estate allocated for investment projects to implement the text of Article (3/Second) of the System for the Sale and Lease of State and Public Sector Real Estate and Land for Investment Purposes and Building on Them (6 of 2017). He
continued The statement said that within the government's efforts to rebuild the Yazidi areas that were destroyed by terrorism and in implementation of the directives of the Prime Minister to support Sinjar District and its residents, the following was approved:
1- Establish Sinjar University in Nineveh Governorate, and the amounts are recorded in the 2025 budget tables.
2- Extinguish and write off the amount of expropriation of the plot of land numbered (1/1 m23 Tal Al-Qasab (Kojo Village)) in Sinjar District with an area of (65 dunums); based on the provisions of the Federal Financial Management Law (6 of 2019) amended.
Within the framework of the Council's follow-up to the development of oil projects, the production of petroleum derivatives and high-quality local gasoline, the Council approved the signing of the technical support contract annex for the FCC cracking project with the Japanese company (JGC), and its financing from the company's expansion reserve, approved by the Federal Financial Supervision Bureau.
In the context of government efforts to complete stalled and suspended projects, and proceed with infrastructure projects, the Council of Ministers approved increasing the reserve amount and total cost of the following projects:
1- Project (Establishment of a 100-bed hospital in Safwan District).
2- Project (Completion of the remaining works of the Aziziyah Networks Project/Wasit Governorate).
3- Project (Aziziyah Sewerage/Wasit).
4- Projects (Establishment of the Deanship of the College of Veterinary Medicine), and (Completion of the construction of halls and laboratories of the College of Veterinary Medicine) within the components of the project (Buildings of the College of Veterinary Medicine/Tikrit University).
5- Project (Buildings of the College of Veterinary Medicine/Tikrit University).
6- Project (Completion of the halls of the College of Computer Science and Mathematics), one of the components of the project (Completion of Computer Science Buildings).
7- Modification of the cost of the component (Development of the Baghdad-Baqubah entrance), one of the components of the project (Rehabilitation and development of the entrances to the capital within the boundaries of the Baghdad Municipality).
8- Creating 4 components: (communications conflicts for the Baghdad-Baqubah entrance), (water conflicts for the Baghdad-Baqubah entrance), (electricity conflicts for the Baghdad-Baqubah entrance), and (sewage conflicts for the Baghdad-Baqubah entrance).
As part of the Council’s follow-up of strategic projects in the field of infrastructure, including the ring road project surrounding the city of Baghdad, the Council approved the allocation of (10%) of the (Basra 2) project to the fourth ring road of the city of Baghdad, as an exception to the amended system (6 of 2017), with the amendment of paragraph (second) of Cabinet Resolution (213 of 2021), so that the area granted to the Dayco Company (Basra 2) is (1415) dunums, instead of (1800) dunums, and in accordance with the coordinates and map recorded in the minutes of the Fourth Ring Road Committee of the city of Baghdad, provided that the borders are fixed, the investment license is amended, and the investment contract for the aforementioned license is signed directly and within (30) working days from the date of this approval.
Regarding the Iraq Development Road Project, the statement confirmed that the following was approved:
1- Including the (Development Road/Phase One/Rehabilitation of Railways, and Establishment of New Sections) project within the investment budget tables of the Ministry of Transport for the year 2024 at an estimated cost of (3,932,060,000,000) dinars, as an exception to the instructions for implementing the investment budget related to completing the inclusion requirements, provided that the project is financed from the investment budget and loans (joint financing).
2- The Ministry of Transport shall take the necessary measures to refer the project (Preparing designs and auditing for complementary works for railway line projects) to the Italian consulting company (BTP) within (15) days, based on the approval of the Prime Minister, and as an exception to the instructions for implementing government contracts (2 of 2014) for the purpose of completing the designs and quantity schedules and determining the actual costs; in order to implement the components of the aforementioned project.
The Council of Ministers followed up on the implementation of the government program and the report of the program implementation follow-up team, including the conclusions on the levels of achievement, as the executive procedures drawn up within the program amounted to (879) procedures, with an achievement rate of (62%), compared to the age of the government.
The report also documented - according to the statement - the implementation of (3344) activities and completed tasks, outside the framework of the government program, reflecting the five targets and objectives of the ministries, since the formation of the government until today, in addition to (853) executive procedures for the governorates not organized in a region, which represents (60%), as an achievement rate calculated on the age of the government.
The Council approved - according to the statement - the recommendations contained in the report of the government program implementation follow-up team, as follows:
1- Assigning ministers and heads of sub-committee teams of ministries to submit an immediate action plan to address the suspension of projects in which the achievement rate is less than (50%), and presenting it to the Council of Ministers.
2- Forming a committee to amend and reformulate the plans of the government program of the Ministry of Foreign Affairs, in line with the visions of the Prime Minister.
3- Finding an executive plan reinforced with the program, projects and quarterly targets, with regard to the education strategy, to follow up on the implementation of the strategy on par with the projects of the government program.
4- Approving the government program for the governorates through a meeting of the coordination body between the governorates, and continuing to make the required improvements to develop the mechanism of data collection, analysis, presentation and follow-up to reach better results.
5- Completing the remaining and important bodies and authorities such as the Baghdad Municipality, the National Investment Commission and the remaining (30) bodies, and adding executive procedures and approving them by the Prime Minister or the Council of Ministers to meet the ambition, as they represent a special program for (39) bodies and authorities not affiliated with a ministry.
6- Completing and continuing to provide the Ministry of Planning and the government program implementation follow-up team with the necessary data for the program's projects and plans, according to each ministry, in accordance with Cabinet Resolution (24505 of 2024).
7- Approving the third semi-annual report on the stages of progress in implementing the government program and referring it to the Council of Representatives, based on the provisions of the Council of Ministers' Internal Regulations (2 of 2019) as amended.
8- Activating field follow-up of the details, paragraphs and projects of the government program, at all levels.
In the field of protecting the local product, the Council of Ministers approved - according to the statement - the following:
1- Imposing final preventive measures on the imported urea fertilizer product, according to what was stated in the letter of the Ministry of Industry and Minerals dated August 4, 2024, and adopting the import price of DAP fertilizer to be (800) thousand dinars and urea fertilizer (550) thousand dinars, per ton.
2- Imposing an additional customs duty of (35%) of the unit of measurement of the value of (urea fertilizer) imported, from all origins, and the application period shall be 4 years, starting from the date of application of the urgent measures, provided that the competent authority reviews the decision and monitors the local market, during the period of application of the additional customs duties, to verify their impact on local producers.
The Council considered other topics on the agenda, and took the following decisions regarding them:
First / Approval of the draft law ratifying the Republic of Iraq to the United Nations Convention on International Settlement Agreements Arising from Mediation, and referring it to the Council of Representatives based on the provisions of the Constitution.
Second: Approval of what was stated in the Ministry of Education’s letter dated August 6, 2024, which included assigning the General Company for Food Products Printing Press to print reading books for the first experimental grade for Muthanna Governorate, with a number of two titles, and Turkmen study books with a number of 91 titles, according to its production capacity, for the purpose of speeding up printing and delivering books to students.
