Will Iraq eliminate unemployment? The government announces plans to stimulate growth and create jobs

In recent years, Iraq has witnessed a significant increase in unemployment rates, which has become a major challenge on both the social and economic levels.
Unemployment in the country has been exacerbated by multiple factors such as political conflicts, administrative corruption, and global economic fluctuations. This rise has led to widespread poverty and increased social tensions.
Under these circumstances, the Iraqi government is striving to address the unemployment problem through several strategic plans. These plans include improving the business environment, encouraging local and foreign investments, and developing educational and training programs to increase the qualification of the workforce.
The government also aims to implement major development projects to create new job opportunities and stimulate economic growth. These efforts require effective coordination between the public and private sectors to ensure the success of the initiatives and reduce the effects of unemployment on Iraqi society.
The Iraqi government announced the five-year National Development Plan (2024-2028), while the Ministry of Planning indicates that this plan will contribute to reducing the unemployment rate to about 10%.
“Enhancing vocational education and training, improving the quality of education, and providing training programs that are in line with the needs of the labor market can increase the skills of the workforce,” says economic expert Majid Al-Saadi.
He added, “Supporting small and medium enterprises through financial and training facilities can create new job opportunities,” noting that “attracting local and foreign investments to sectors with great growth potential can contribute to creating jobs.”
He added, “Simplifying bureaucratic procedures and providing incentives to companies can encourage the employment of more individuals,” noting that “developing flexible policies and a labor market capable of adapting to economic changes enhances the economy’s ability to absorb the workforce.”
The economic expert explains that “focusing on developing sectors with high growth potential, such as technology and energy, can contribute to providing new job opportunities,” indicating that “implementing these strategies in an integrated manner can help reduce unemployment rates and achieve greater economic stability.”
According to World Bank statistics in 2022, the unemployment rate in Iraq is at its highest level in 30 years, and the World Bank indicates that the greatest damage from the decline in the Iraqi economy falls on young people, as the unemployment rate among them has reached 36%.
For his part, the spokesman for the Ministry of Planning, Abdul Zahra Al-Hindawi, said, “The national development plan announced by the Prime Minister on August 3 has been worked on for many years,” indicating that “the plan will be for the next five years, and consists of four main programs and 25 sub-programs.”
He added, “The plan can increase Iraq’s economic growth by 4.25% annually, as it will reduce dependence on oil revenues and boost local production,” noting that “this plan can reduce the unemployment rate from 16% to about 10% because it will boost local industry and create many job opportunities for young people.”
Al-Hindawi explains that “the main programs of the five-year national development plan will be ‘encouraging capital investment, economic reforms in administration and finance, investment in infrastructure projects, and diversifying the economy based on competitive industries.’”
He added, “The objectives of these programs will be to develop and rebuild sectors, adapt to external challenges, increase the non-oil sector’s reliance on local production, and improve the human and social sectors.”
On August 3, 2024, Iraqi Prime Minister Mohammed Shia al-Sudani announced the Iraqi National Development Plan for the years 2024-2028 at a special conference, saying that “this plan will work to improve financial management in the country and fight corruption, the country’s sectors, and we are trying to improve the level of services for citizens.”
Every year, 160 to 170 thousand young people graduate from Iraqi universities and institutes, but the majority of them do not obtain government appointments or job opportunities.
According to statistics from the Parliamentary Labor and Social Affairs Committee, the number of unemployed people in Iraq has reached 15 million people.
Statistics published by the World of Statistics website showed that Iraq has the third highest unemployment rate in the world, and the highest rate in the Arab countries.
