    Al-Shammari stressed that "this item is very dangerous and is dangerous in that it did not set limits and restrictions that constitute a guarantee of the public interest, especially in the partial maximizing the resources of the state, giving way to suspicious transactions and circumvention of the law and thus damage to public money and sometimes national security."
    Shammari pointed out that "the questioning of the Minister of Communications, which shows that the ministry gave the entire telecommunications sector to one of the companies without the commitment of the feasibility study and instructions for the implementation of government contracts and claiming that there is no harm to public money because it did not spend any financial allocation in this regard, And the waiver of the high percentage of expected profits is not a waste of public money or damage to it. "
    The MP Shammari four proposals:
    1. Distinguish between investment contracts and participation contracts as they are completely different approaches and each one of them must be drafted separately.
    2 - Emphasize that the investment does not include partial or individual within a sector, but is a comprehensive contractual process starting from the construction phase of the sector and employment and production and so on. Investment in the electricity sector, for example, the construction and operation of generation plants and production and distribution of energy.
    3 - restrict the contracts of participation in compliance with the provisions of the implementation of government contracts and provide an economic feasibility study and not less than the proportion of the state net profit of (70%) in all cases because in this method often the bulk of the operational costs pre-configured in the infrastructure and government facilities The co-contractor shall bear only a small cost.
    4 - sectors that involve national security or social security in some joints remain - those joints - the hand of the state is not allowed to be covered by investment or participation. Finished
