The Secretary-General of the Council of Ministers, Dr. Mahdi Al-Alaq, stressed the need to absorb the process of transferring powers to the provinces in a manner not inconsistent with the laws, while the Council of Ministers approved the authorization of the Undersecretary of the Ministry of Finance authority to negotiate and sign the Development Operations Loan Agreement
Emergency.
A statement issued by the council, received by al-Sabah, said that Al-Alaq discussed during the meeting with the governors and heads of the councils of Baghdad, Basra, Wasit, Babil and Anbar, in the presence of the head of the coordination committee of the governorates, Turhan al-Mufti, and the general director of the legal department in the General Secretariat. The powers to the provinces of some ministries, stressing the need to resolve the transfer of financial, administrative, legal and technical powers during the current month, to avoid delay in the transfer of powers to next year. Alaq stressed "the need to absorb the process of transfer of powers not inconsistent with the laws," calling on "conservatives to raise their proposals and visions in this regard, within two days in order to recommend to the Prime Minister."
For their part, the governors and heads of provincial councils, "their support for the privatization of electricity, in order to rationalize energy and stop waste." In addition, the Cabinet approved the authorization of the Undersecretary of the Ministry of Finance, Maher Hammad Johan, to negotiate and sign the Additional Emergency Development Facility (ODP) Loan Agreement.
"The Council has agreed to authorize the Undersecretary of the Ministry of Finance and the Agency to negotiate and sign the additional emergency development development loan agreement (EODP) and to follow up on the legal procedures in force," the statement said.
The statement added that "the approval comes to the importance of the loan in the reconstruction of areas liberated from terrorism," noting that "the decision was based on what was presented by the Undersecretary of the Ministry of Finance, an emergency during the meeting of the Council of Ministers usual forty-seventh."
