    The Commission of Commissioners of the Electoral Commission for elections on Wednesday surprised by the issuance of the recent decision of the Council of Ministers on the continued suspension of the work of the Board of Commissioners on the exercise of their functions.

     A statement issued by the Board of Commissioners today that "this represents a violation of the principle of separation between the authorities and the work of independent bodies, considering that the Electoral Commission is subject to the control of the House of Representatives, a problem by him in accordance with Article 102 of the Constitution and is responsible in the performance of its work before the House of Representatives.

    The statement added that "the Council of Ministers violated the recent decision on the basis of the third amendment to the law of the election of the Council of Representatives No. 45 of 2013 Amended, while the provisions of the amendment was clear on the suspension of the work of the commissioners and directors of provincial offices and until the completion of the investigation of fraud crimes and there was a quasi-ministerial committee problem to investigate, And issued its recommendations according to the letter No. 14810/3/1/1 dated 2018/7/15 to the Prime Minister, who in turn endorsed its recommendations and sent them according to the letter of the Secretariat General of the Council of Ministers No. 2539/42/65/1/2/2018 / 7/25 of the Council of Plenipotentiaries ".

    The statement said that "a decision was issued to implement the recommendations of the removal of three directors of the provincial offices and two employees and after the end of the work of judges assigned by the ratification of the Federal Court on the results in 2018/8/19, which proved a great match in the results by nearly 99% On August 20, the commissioners and directors of the offices were directly involved in their work, especially as the third amendment stated that "the suspension of work shall be completed by the end of the investigation of fraudulent crimes."

    The statement added that "the disruption of the work of the institution and the consequent negative effects on the overall democratic process in the country, especially as there is an electoral entitlement soon borne by those who have taken decisions have no support of the law."

    The statement pointed out that "the Board of Commissioners will use the legal methods to challenge decisions affecting the independence of the Commission in accordance with the Constitution and its Law No. 11 of 2007," calling on the President of the Republic and the House of Representatives next and all political leaders and events to stand with it and protect and prevent interference in its work.

    To the MP expressed the alliance of forces, but Talabani expressed surprise at the continued suspension of the Council of Commissioners to work until the completion of investigations based on the amendment of the election law,

    Talabani said in a statement to the twilight News, that the decision of the Federal Court to ratify the election results is considered a binding and binding to all authorities in accordance with Article 94 of the Constitution.

    She added that the Council of Ministers built its decision to contravene the decision of the Federal Supreme Court and can move the case against him in accordance with Article 329 of the Penal Code.

    Talabani stressed that directing any disciplinary or administrative punishment is left to the elected parliament and the Council of Ministers is not entitled to interfere in the work of the House of Representatives elected as the House of Representatives is the Commission's reference

    Talabani concluded her speech saying: After the end of the work of the judges assigned by the ratification of the Federal Court on the results, which was on 19/8/2018, which proved a match in the election results were directly commissioners and office managers, especially since the third amendment came to end the suspension of work at the end of the investigation of crimes Fraud, which is originally non-existent and the best evidence that match the results of manual counting and counting with electronic counting and sorting.
