Minister of Resources: Turkish companies enter into a framework agreement to increase Iraq's water shares

Minister of Water Resources Aoun Diab confirmed that 6 projects were referred to Turkish companies to develop the infrastructure for irrigation projects, noting that a technical delegation will visit Türkiye to discuss the water file and implement irrigation projects.
Dhiab said in a statement that “Turkey’s water policy depends on a permanent high-level storage in dams and reservoirs for the purpose of energy production, because they do not have oil and energy sources are limited, so the largest amount of energy is produced through dams, and therefore we always see Turkish dams full.”
He added, “The dams in Iraq use water for irrigation purposes and not for energy purposes, because energy is a complementary state, and Iraq has gas and steam generating stations, and hydroelectric power has no effect in the first place, although it is useful because it is clean energy, but it is not the ruler with regard to the operation of dams,” noting that “sometimes energy generation through dams is waived in order to provide irrigation water, and meet the needs of agriculture, drinking, and human services in addition to the marshes.”
Dhiab said, “Turkey is very influential for us, as after the visit of the President of the Turkish Republic to Iraq and his meeting with the Prime Minister, a framework agreement was reached that was one of the most important agreements that had practical aspects that were beneficial to both parties.” He explained that “the agreement included a request from neighboring Turkey to contribute to implementing the infrastructure for irrigation projects inside Iraq.”
He stated that: “Iraq has reconsidered the way water is used, but this matter requires huge sums of money for the purpose of change in addition to time,” indicating that “an agreement was reached with the Turkish side to build the infrastructure for irrigation projects by specialized Turkish companies and we have identified a section of the projects, the most important of which is the Amara irrigation project as a model project that is developing in a model manner and in a modern style using the method of transporting water for closed irrigation with what is known as closed pipes and securing the water needs of farmers.”
He explained that “the Turkish side expressed its readiness to implement irrigation projects and 6 projects were presented to them, 3 of which are for establishing irrigation and drainage networks and complete land reclamation using modern methods, and 3 projects are water harvesting dams, because water harvesting dams are considered a complementary work to our plan regarding providing water and using it rationally, in addition to the fact that they will be a source of artificial feeding for groundwater, and we have successful experiences in more than one location for feeding groundwater from water stored in water harvesting dams.”
He continued: “The referred projects are being followed up by the Advisory Board in the Council of Ministers directly with the Turkish side, and the initial designs for these projects have been submitted, and we have asked Turkey to update these designs according to modern standards,” noting that “if Turkey enters into the implementation of these projects, such as the Amara irrigation project, they will be informed of the water needs in southern Iraq and in a very important area, and this position will be assessed and the controversy over water waste will end, and there will be a meeting soon for a technical delegation from us with our Turkish neighbor in Ankara.”
