On Monday (March 20, 2021), 22 unions and federations issued a joint statement to overcome what they described as the "stubbornness" occurring in the 2021 parliamentary fiscal budget.

The joint statement of the trade unions and federations, reported to the IQ NEWS website  , stated that “the months follow, and the 2021 budget project ranges under the dome of Parliament between political blocs deliberately ignoring popular demands to ensure a minimum level of decent living for the segments below the poverty line whose numbers increase, their suffering exacerbates and their inability to provide A living. "
He added that "the method of preparing this budget did not differ from its predecessors, as it is a balance of items and not a budget for programs and objectives that are contradictory to the so-called white paper, except in the sites of selling the state's assets of real estate and agricultural lands that will return Iraq to the era of feudalism with new and old faces, which enables parasitic forces to take over On the assets that are supposed to be the property of the whole Iraqi people, and that makes them in control of the fate of segments whose livelihoods potential is declining daily. "
The statement pointed out, "What is unequivocal can be seen in the absence of social justice in the provisions of the draft budget that go to imposing arbitrary taxes on citizens to overcome the problem of default deficit in public expenditures and install the privileges of specific groups, which means that the majority affected by the policies of influential forces will pay a heavy price. These forces try to overcome crises of their own making. "
The joint statement presented nine proposals "for social justice and a decent living, which are:
First: Compressing expenditures by reducing the privileges of the three presidencies and special ranks.
Second: Stopping the payment of more than one salary for all cases.
Third: Exempting low-income groups from taxes.
Fourth: Postponing the sale of state assets until laws regulating this process are passed and put up for public discussion.
Fifth: directing state allocations towards infrastructure.
Sixth: Facilitating procedures for internal and external investment operations.
Seventh: Establishing radical solutions to the problems between the region and the center.
Eighth: Increase allocations to protect the poor, the hard-working, and those with low incomes.
Ninth: Securing job opportunities for the unemployed.
The joint statement carried the signatures of the unions and federations: (lawyers, health professions, chemists, academics, teachers, engineers, geologists, pharmacists, doctors, contractors, jurists, engineering professions, administrative personnel of the Ministry of Health, the General Federation of Trade Unions of Iraq, veterinarians, the federation.
