, on Tuesday, the Council of Ministers issued several decisions, including regarding the tragedy of Al-Hussein Hospital in Dhi Qar.
A statement by the Office of the Prime Minister, Mustafa Al-Kazemi, received / Mawazine News / a copy of it, stated that "the latter chaired the twenty-seventh regular session of the Council of Ministers, which was devoted to discussing the painful incident of Al-Hussein Teaching Hospital in Nasiriyah, as well as discussing the topics on the agenda."
At the beginning of the session, Al-Kazemi offered his sincere condolences and great sympathy to the families of the martyrs and the wounded in the catastrophe of Al-Hussein Hospital (peace be upon him) in Nasiriyah.
And Al-Kazemi indicated that the responsibility is multiplied by the recurrence of such painful incidents, which coincide with attempts to disrupt the national electricity network and blow up energy transmission towers, and some attempt to destabilize internal security and spread chaos and question the Iraqi national decision, in addition to the great economic challenges the country faces.
He affirmed that great steps have been taken in holding the abuser accountable and addressing the defect, as happened the previous time, which is our responsibility towards our people and the families of the martyrs in particular, stressing that the negligent people and those who manipulate the lives of citizens are held accountable according to the law.
Al-Kazemi stressed that the incident of Al-Hussein Teaching Hospital in Nasiriyah indicates the
structural defect in the administrative structure of the state, where errors are not employed and followed up in order to develop effective treatments, indicating the urgent need to launch a comprehensive administrative reform, the most important of which involves separating administrative work from political influence.
He said that the investigation that we directed will lead to the identification of the direct culprits, expressing his hope that the negligence was not intentional, as our patriotism never accepts the idea that an Iraqi deliberately kills his brother for a political goal, or that the benefit and position lead to recklessness and disregard for blood, or pushing towards an explosion. Electric power towers to prove a certain point of view and thwart the workers in their country, stressing the intolerance of the corrupt and those who manipulate the lives of citizens, regardless of their affiliations and characteristics.
The Prime Minister made it clear that there is systematic obstruction and deliberate media attacks in every step of reform and fighting corruption taken by the government, stressing the continuation of achieving reform and confronting attempts to abort and distort it.
He also stressed that the government had previously submitted to the House of Representatives a candidate for the position of Minister of Health, and is awaiting a vote on it, so that the Ministry of Health does not remain working without a minister for a long time.
In the context of the session, the Undersecretary of the Ministry of Electricity presented a detailed report on the status of the electrical system in the country, the efforts of the Ministry to increase energy production, and the obstacles facing the Ministry of Electricity represented by the continued targeting of power transmission towers by terrorist groups and sabotage gangs, and the burden it poses to the Ministry and exacerbates the suffering of the citizens.
The Prime Minister, Mustafa Al-Kazemi, directed the necessity to work with utmost efforts in order to secure the electricity supply for citizens, and alleviate their suffering with the summer conditions. He also stressed that the maintenance departments in all electricity directorates should double their efforts and provide services to citizens, and his sovereignty confirmed that the security forces continue their work in Pursuing gangs targeting energy towers, thwarting several attempts to detonate them and arresting a number of criminals.
In its session for today, the Council of Ministers hosted the Chairman of the Board of Commissioners of the Electoral Commission and the administrative agents of the ministries and agencies
to provide support to the Commission in its tasks as directed by the Prime Minister.
Al-Kazemi renewed his assurances of providing unlimited support to the commission, and the need for the ministries to mobilize their efforts to provide all facilities for the commission's work in a way that helps ensure the success of holding the elections with high flow and wide participation.
After the Council of Ministers discussed the topics on the agenda, it issued the following decisions:
First / Including the victims of the fire accident in Al-Hussein Hospital in the law on pension rights for the deceased employees of the Ministry of Health with medical, health and administrative professions, based on the provisions of Article (1/Second) of the law same.
Second/
Based on the provisions of Article (106) of the Constitution, and the provisions of Article (7/First) of the Law of the General Authority for Monitoring the Allocation of Federal Revenues (55 of 2017), and for the purpose of activating the work of the aforementioned authority, it was decided the following:
- Nominate representatives of the federal government from ministries (Finance) / Director General of Budget and Oil / Director General of the Economic and Planning Department / Director General of Poverty Reduction Strategy).
Nominate one representative for each of the governorates that are not organized into a region.
Nominate one representative for each governorate of the Kurdistan Region.
Third/ Approval of the recommendation of the Ministerial Council of Economy regarding the project to rehabilitate the Baghdad/ Haditha line, which is confirmed according to the accompanying minutes, linking the letter of the Ministry of Planning numbered with the number (W.S./1/2/277), dated April 6, 2021.
Fourth/ Approval of the following:
- Authorizing the Minister of Finance (Ali Haider Abdul Amir Allawi), the power to negotiate and sign a draft agreement to avoid double taxation and prevent tax evasion imposed on income and capital between the Government of the Republic of Iraq and the Government of the Republic of Ukraine, based on the provisions of Article (18/sixth) of the Constitution .
- The Ministry of Foreign Affairs prepares the necessary authorization document on behalf of the Government of the Republic of Iraq for the Minister of Finance, according to the approved contexts, and submits it to the General Secretariat of the Council of Ministers in order to obtain the signature of the Prime Minister.
Fifth/ Approval of the following:
1- Authorizing the Minister of Justice (Salar Abdul Sattar Muhammad) the authority to sign the Arab Convention to Prevent and Combat Human Cloning, based on the provisions of Article (80/sixth) of the Constitution.
2- The Ministry of Foreign Affairs prepares the necessary authorization document on behalf of the Government of the Republic of Iraq for the Minister of Justice, according to the approved contexts, and submits it to the General Secretariat of the Council of Ministers in order to obtain the signature of the Prime Minister.
Sixth/ For the purpose of completing the quorum of the National Oil Company’s board of directors and
carrying out its work, the Cabinet approved the following: - Appointing the Undersecretary of the Ministry of Oil for Distribution Affairs Hamid Younis Al-Zobai, with the duties of the First Deputy for Technical Affairs in the National Oil Company in addition to his duties.
Appointing the Director General of the Legal Department, Laith Abdul-Hussein Al-Shaher, with the tasks of the second deputy for administrative, financial and legal affairs in the National Oil Company, in addition to his duties.
Seventh / agree to the following:
1- Approving the recommendations of the National Committee for writing treaty reports of the conventions to which Iraq is a party, and non-treaty reports, and responding to the observations and recommendations that are included in their regard, concerned with the issue of human rights, regarding the report of the Republic of Iraq on the Arab Charter on Human Rights, taking into account the notes of the legal department in the secretariat General Council of Ministers.
2- The Ministry of Foreign Affairs sends the aforementioned report to the relevant committees in the relevant Arab and international organizations, in accordance with the deadlines for submitting reports on international agreements. Ended 29/h
