, Prime Minister Mustafa Al-Kazemi chaired, on Tuesday, the forty-fifth regular session of the Council of Ministers, in which he discussed the latest developments in the country, and discussed the topics on the agenda.
At the beginning of the session, the Prime Minister reviewed general issues in Iraq, and discussed political and security developments, in addition to discussing a number of important economic files.
The Cabinet session witnessed a review of the epidemiological report, the measures taken to confront the Corona pandemic, and the developments of the work of the Committee to Strengthen Government Actions in the areas of prevention and health awareness control; To limit the spread of the virus, and the efforts of the Ministry of Health in following up on the developments of the pandemic, providing all the necessary supplies and treatments, and continuing to secure vaccines smoothly in all governorates of Iraq.
After discussing the topics on the agenda, the Council of Ministers issued the following decisions:
First / Approval of the inclusion of lecturers, administrators and free workers in the Ministry of Education who started providing their services on May 1, 2020, or before that date, who are mentioned in Cabinet Resolution (130 of 2021), with the wages approved in Cabinet Resolution (315 of 2019) amended by Resolution ( 337 of 2019), provided that the necessary financial allocations are available within the Federal General Budget Law for the fiscal year / 2022.
Second / The Prime Minister directed the following:
- The Ministry of Planning transfers (45 billion) dinars, only forty-five billion dinars from the annual allocations of some ministries and government institutions for the year 2021 to the allocations of the Shiite Endowment Office / the General Secretariat of the Husseiniya Shrine / the project of expropriation of the Husseiniya holy shrine / stage third; As it is one of the important projects in the expansion of the Haram al-Sharif, and the addition of other spaces for visitors.
Third / Approval of the recommendation of the Ministerial Council for Energy (156 for the year 2021) as follows:
- Confirmation of the implementation of the recommendation of the Ministerial Council for Energy (147 for the year 2021), to finance the Basra Water Pipeline Project / Al-Bidaa Canal, and the payment of project dues will be from the sources of financing infrastructure projects under the agreement mechanism The framework between the Federal Ministry of Finance and Chinese export guarantee institutions, or from the allocations of the Ministry of Financial Resources within the General Budget Law for the fiscal year 2022.
Fourth / Approval of the allocation of the Ministry of Finance (455,000,000) dinars, only four hundred and fifty-five million dinars to Wasit Governorate from the emergency reserve, based on the provisions of Article (5) of the Federal General Budget Law of the Republic of Iraq for the fiscal year / 2021; To build (13) residential houses to replace the dilapidated houses in the village of Karim Al-Jassem in Al-Dabouni sub-district.
Fifth / Approval of lifting travel restrictions to the Republic of India, according to what was stated in the Ministry of Health book No. (5086) on October 31, 2021.
Sixth / Approval of the proposals of the Ministry of Youth and Sports regarding what was stated in the Ministry’s two books No. (17597) and (17598) On November 23, 2021, which includes:
A- Supporting sports clubs throughout Iraq with a financial amount of (3,000,000) dinars, three billion dinars for sports clubs in each of the governorates, which have a license to establish from the Ministry of Youth and Sports.
B - Instructing the ministries supporting institutional clubs to activate Cabinet Resolutions (289 of 2017) and amend Resolution No. 25 of 2021, which includes financial support for institutional clubs, disbursement of funds to them, and addressing the issue of debts incurred by them; For the purpose of participating in the upcoming benefits.
Seventh / The Ministry of Finance allocates (2000,000,000) dinars, only two billion dinars, to the Air Force and Army Aviation Commands, one of the Defense Ministry’s formations from the emergency reserve for the fiscal year/2021, to provide support requirements for the Air Force and Army Aviation command planes, to equip them with jet fuel and for the large number of duties assigned to them. Based on the provisions of Article (5) of the Federal General Budget Law for the year 2021.
Eighth / Approval of writing off the amounts resulting from the processing of quantities of gas oil supplied by the Ministry of Oil to private generators, provided that the Ministry of Finance deducts the mentioned amounts from the public treasury share owed by the Oil Products Distribution Company.
Ninth / Approval of authorizing the Director-General of the House of Books and Documents in the Ministry of Culture to negotiate and sign a draft executive agreement for documentary and archival cooperation between the House of Books and Documents - the Ministry of Culture, Tourism and Antiquities in the Republic of Iraq and the General Directorate of Government Archives of the Republic of Poland, based on the provisions of Article (3/first) ), of the Treaty Law (35 of 2015), after taking into account the conditions set out in the memorandum of the Legal Department of the General Secretariat of the Council of Ministers No. (M.D. / Q/2/4/9/42/1369 Q/427 LQ), dated On September 13, 2021.
