The Parliamentary Security and Defense Committee identified, on Tuesday, the reason for the delay in implementing the paragraph transferring associates with certificates from military to civilian.
Committee member Bader Al-Ziyadi said, according to the official agency, that "the committee that was formed to follow up the transfer of the holders of higher degrees from the military to the civilian, based on the budget law that was voted on, stipulated that the member of the holders of higher degrees have completed his studies before entering the military corps."
Al-Ziyadi added that "most of the members of the armed forces completed their studies while they were in service, and therefore this condition is difficult and is considered an obstruction and a violation of the law that was voted on, which did not include this condition, but rather included converting them from military to civilian according to their desire."
He pointed out that "the fiscal year is nearing its end and the law has not been implemented, and therefore the concerned authorities bear the responsibility for this," noting that "the House of Representatives must hold these parties accountable, but unfortunately it is currently suspended and has no role."
He noted that "several committees were formed in this regard, but they did not come out with any recommendations, and therefore the implementation of the paragraph of transferring higher degrees from military to civilian was delayed." Ended 29/A43
