, Prime Minister Mustafa Al-Kazemi chaired, on Tuesday, the thirty-third regular session of the Council of Ministers, in which the latest developments in the country were discussed, and topics on the agenda were discussed.
At the beginning of the session, Al-Kazemi pointed to the success of the Baghdad Conference for Cooperation and Partnership, which was held a few days ago, in the presence of brothers and friends, and received local, regional and global resonance.
And he indicated that the government set Iraq's interest as a primary goal, and was keen that Iraq control its security, politics and economy away from any form of interference, and work to strengthen cooperation relations with its regional and international surroundings, on the basis of mutual respect for sovereignty.
The Prime Minister stressed that Iraq is taking the right direction in combating corruption, and has made great progress in this file, despite political interference.
He explained that the service file has an important share of the government program, and what we promised to accomplish is being achieved.
In the electoral matter, Al-Kazemi confirmed the preparation of all the requirements for the elections, calling on social activities to urge citizens to participate widely in the elections, pointing out that the decline in participation in the previous elections was one of the reasons that led to many problems.
He praised the return of the Sadrist movement to participate in the elections, and considered it a good step in adding momentum to the elections, calling on all the boycotters to return and participate in the elections.
Al-Kazemi stressed the activation of the Future Generations Fund, to secure the future of Iraq, away from dependence on oil wealth, which will not be dominant throughout life, stressing that many countries have begun to search for alternative and clean energies.
In the context of the session, the epidemiological report of the Corona pandemic was reviewed, and the developments of the work of the committee to strengthen government measures in the areas of prevention and control, health awareness, to limit the spread of the virus, and the procedures of the Ministry of Health, in the face of the pandemic, the provision of medical services to the injured, and its efforts to secure vaccines.
After discussing the topics on the agenda, the Council of Ministers issued the following decisions:
First / Approval of the recommendation of the Ministerial Council for Energy (100 for the year 2021) as follows:
1. a. Approving the plan of the Ministry of Electricity to implement a project to produce solar electric energy to reach a production capacity of (7.5) seven and a half gigawatts, according to economic models that take into account the international standards adopted in terms of the rapid technological development in this field.
Second / Amending Paragraph (2) of Cabinet Resolution (295 of 2021) as follows:
Transferring all unused amounts of electric power import allocations, estimated at 300,000,000 dollars, only three hundred million dollars, at the expense of the operating budget of the Ministry of Electricity to cover part of the deficit in fuel purchase allocations.
Third /
1- Approval to increase the bank’s capital The Iraqi industrial sector in the amount of (15 billion) dinars, one hundred and fifty billion dinars, based on the provisions of Article (10/First) of the amended Public Companies Law (22 of 1997.
2- The Ministry of Finance took the necessary measures to implement the above.
Fifth/
1- authorize The Director General of the General Tax Authority, has the power to negotiate and initialize a draft agreement to avoid double taxation and prevent tax evasion on income and capital, between the Government of the Republic of Iraq and the Government of the Republic of Ukraine, based on the provisions of Article (80/Sixth) of the Constitution.
2- The Ministry of Foreign Affairs prepares the necessary authorization document on behalf of the Government of the Republic of Iraq to the Director General of the General Tax Authority, according to the approved contexts, and submits it to the General Secretariat of the Council of Ministers; In order to obtain the signature of the Prime Minister.
Sixth / Approval of the draft law on the service of science, which was reviewed by the State Consultative Council, and referred to the House of Representatives, based on the provisions of Articles (61 / Clause First, and 80 / Clause Two) of the Constitution, taking into account the note of the legal department in the General Secretariat of the Council of Ministers Established according to its memorandum numbered (MD/Q/2/2/31/169 LC) dated April 8, 2021.
Seventh / Approval of the Ministry of Finance’s allocation of (500,000,000) dinars, five hundred million dinars to the General Directorate of Yazidi Survivors Affairs of the Ministry of Labor and Social Affairs from the emergency reserve for the fiscal year/2021, based on the provisions of Article (5) of the Federal General Budget Law for the fiscal year / 2021. Ended 29 / h
