    Political analyst Muhammad Karim al-Saadi said that the tripartite alliance seeks to obtain the presidency by presenting the Democratic Party's candidate for this position again, pointing out that passing any candidate, whether from the aforementioned alliance or the framework, will not take place until after understandings between the two parties.

    Al-Saadi told Al-Maalouma, "The tripartite alliance between Al-Sadr, the Sunnis and the Kurdistan Democratic Party will not be able to achieve 220 deputies to pass the President of the Republic,

    According to the Iraqi Constitution they don't have to have 220 votes. According to article seventy of the Iraqi constitution the voting procedure for President is the following:

    Article 70


    First 
    The Council of Representatives shall elect a President of the Republic from among the candidates by a two-thirds majority of the number of its members. 


    Second 
    If none of the candidates receive the required majority vote then the two candidates who received the highest number of votes shall compete and the one who receives the majority of votes in the second election shall be declared President.

    Thus the tripartite understanding of the procedure is correct and they could possibly vote the presidency on Saturday. So if the 220 threshold of MP's is present, a vote ought to take place.

    the tripartite alliance is preparing to hold a session to be scheduled in the coming hours to open the nomination for the post of president of the republic, and parties in the alliance confirm that the upcoming session will determine the ability to form a government of the national majority after the success of the process of selecting the presidency of parliament by a comfortable majority.


    but the forces of the coordination framework seemed to stick to what is known as the "disabled third" and mortgaged the success of the election of the president of the republic by political consensus between the different forces in light of the great difference with the sadrist current.




     
    the federal supreme court had earlier announced that it was obliged to submit the reopening of the nomination for president to the house of representatives for a one-time, non-renewable vote soon to avoid further delays in forming a government.




     
    "a major challenge for the tripartite alliance, having succeeded in electing the presidency of the house of representatives, is to speed up a new session in which a vote will be held to reopen the nomination for the post of president of the republic," kdp mp majid shankali said in a statement to al-mada.

    "the big obstacle before us is how to achieve a quorum to hold a presidential election session in which at least 220 deputies are required," he said.


    "the candidate of the three-party alliance, which is the most fortunate and closest to the presidency, is reaper ahmed, and we have not offered anyone else," shankali said, adding that "ahmed's candidacy has the support of 175 deputies representing the sadrist movement, the sovereignty alliance and the kurdistan democratic party."


    "other blocs may not give their vote to our candidate, but they will be present at the session, such as independents and other small forces that won the election for the first time, and we believe that there are more than 50 deputies," shankali said.


    "the total number of these deputies is capable of holding the presidential election, and if the first round is not chosen by a two-thirds majority, we can pass our candidate in the second round, which requires only the highest vote holder among the top two first-round candidates," he said.


    "what matters to the forces of the coordination framework and its allies is not to enable a particular candidate to win the election because they are convinced that they are unable to do so, but that their efforts will be focused on achieving the disabled third in the hope of getting more time to negotiate," shankali said.


    radhi rasoul, a member of the state of law coalition, said in a statement to al-mada that "the time required to set a date for the parliamentary session, in which the nomination for the post of president of the republic is reopened, can be invested in political dialogues that may enable us to overcome the blockage we are currently experiencing."


    "the coordination framework is currently seeking to establish mediation within the kurdish house in the hope that they will come up with one candidate, so that parliament can hold the presidential election session easily, and then turn to the process of forming a government," rasool said.


    "the understandings we seek include not only dialogues within the kurdish house, but we hope to reach agreements with the sadrist movement and thus form a capable, strong and supported government," he said.


    "the coordination framework and its allies have 134 deputies, and this number could disrupt the election of the president of the republic even if the nomination is opened again, if the tripartite alliance continues its position by excluding winning and important forces from the political scene," rasoul said.


    "everything related to the political process and the completion of the process of forming presidencies and the government is related to dialogues between the parties and the need to reach a consensus that serves the political interest," he said.


    "the forces of the coordination framework continue to position that they will not participate in the next government together, refusing to divide or exclude a particular party, whatever it may be, and under any pressure," rasool said.


    sadrist movement refuses to engage in dialogues with the coordination framework in full and tries to avoid compatibility with forces it considers unwelcome, primarily the state of law coalition led by nouri al-maliki.
