    Earth News/ Legal expert Faisal Rikan affirmed today, Tuesday, that the articles of the constitution acquire superiority and therefore it is not permissible to violate them.
    Rikan told "Earth News" that "the constitutional timings are stipulated in the articles of the Iraqi constitution, and thus they acquire the supremacy in terms of principle and other laws based on the text of Article 13 of the constitution itself, which stipulates that this constitution enjoys primacy over all laws, and therefore it is not permissible to violate it and legislate any law or take any decision contrary to its provisions.
    He added, "Since these timings are part of these constitutional articles, failure to comply with them first will make the necessary periods to complete the requirements to be followed long-term and disrupt the due entitlements in order to implement the constitutional programs that must be adhered to, and it is not permissible to skip these timings."

    He continued, "In such matters, it is required to refer to the Federal Court, as it has the authority to interpret constitutional articles and monitor the implementation of the constitution based on the provisions of Article 93, as well as the court's decisions are final and conclusive based on the provisions of Article 94 of the Constitution as well.
