    Today, Tuesday, the Prime Minister, Muhammad Shia'a Al-Sudani, chaired the fourth regular session of the Council of Ministers. The general situation in the country was discussed, and a number of basic files related to the lives of citizens were discussed. The topics on the agenda were also discussed and decisions were issued in this regard.
    The media office of the Prime Minister stated, in a statement, "Within the framework of government support for Iraq hosting the 25th Gulf Championship in Basra Governorate early next year, the Cabinet approved the following:
    The Iraqi Football Association borrowed an amount of 33 million dollars from the Trade Bank of Iraq (TBI), and the amount is included in the draft federal budget law for the fiscal year / 2023, to meet the requirements of the Arab Gulf Cup (25), and the aforementioned federation may contract in the manner it deems fit. suitable.
    In the field of governmental efforts aimed at financial auditing of tax and customs secretariats, after the crime of stealing tax insurance amounts that occurred more than a month ago was revealed, the Council of Ministers agreed to authorize the Office of the Prime Minister the authority to contract with a major international company in financial auditing, for the purposes of auditing tax guarantees. Customs is an exception to Article 3 of the instructions for implementing government contracts. The Ministry of Planning undertakes to include the project as a component of one of the projects within the investment budget for the year 2022.
    In the health file, and in light of the directives of the Prime Minister to the Ministry of Health to find immediate solutions to the problems that Al-Kadhimiya Hospital suffers from, which his Excellency diagnosed after the sudden visit to the hospital, in addition to what he directed the Ministry of Finance to quickly fund the Ministry of Health to solve the problems that the rest of the hospitals suffer from, The Cabinet approved the following:
    Authorizing the Baghdad governorate to secure an amount of 3 billion dinars for each of the Baghdad Health Department, and 3 billion for the Rusafa Health Department, to meet the requirements for the rehabilitation of hospitals determined by the Ministry of Health out of petrodollar allocations, or border crossings from the special programs of the Emergency Support Law No. (2). for the year 2022), and as an exception to Paragraph (3) of the Government Contract Implementation Instructions No. (2 of 2014), specifying a time limit for financing that does not exceed ten working days.
    The Cabinet continued discussing other issues on the agenda, and issued the following decisions:
    First / Recommendation to Parliament according to the following:
    1- Withdrawing the draft law dealing with housing abuses issued under Cabinet Resolution 288 of 2017.
    2- Withdrawal of the draft reconstruction council law issued pursuant to Cabinet Resolution 377 of 2019.
    3- Withdraw the list of ambassadors.
    4- Authorizing the Prime Minister the power to withdraw bills from the House of Representatives.
    5- Withdrawal of the draft law amending Companies Law No. 21 of 1997.
    6- Withdraw the First Amendment Law of the Iraqi National Oil Company Law No. 4 of 2018.
    7- Withdraw the flag service law.
    8- Withdrawal of the draft law of the second amendment to the Public Roads Law No. 35 of 2002.
    9- Withdraw the draft federal civil service law
    Second / Approval of the draft law of the first amendment to the Law of Private Security Companies No. (52) of 2017, which was audited by the State Council, and referred to the Parliament, based on the provisions of Articles (61 / item first, and 80 / item second) of the constitution, taking into account Attention is the opinion of the legal department in the General Secretariat of the Council of Ministers, which is confirmed by its memorandums of number (MD / S / 2/2/12/477 LS) dated December 28, 2020, and the observations of some members of the Council of Ministers during the meeting session, which were confirmed by the head of the department. Legal in the General Secretariat of the Council of Ministers.
    Third / Approval of the following:
    1- The Ministry of Planning will create a component for the Al-Khader and Al-Daraji water project for this year within the investment budget of the Ministry of Construction, Housing, Municipalities and Public Works.
    2- The Ministry of Finance signs the financing agreement between the German Development Bank and the Iraqi government as soon as possible, and the relevant authorities secure the amount of the Iraqi government’s contribution to the project mentioned in paragraph (1) above, equivalent to (15,000,000) euros, only fifteen million euros.
    Fourth / Approving the issuance of the system (for the year 2022), the first amendment to the system for freezing terrorist funds (5 for the year 2016), based on the provisions of Clause (Third) of Article (80) of the Constitution, and Article (22) of the Anti-Money Laundering and Terrorist Financing Law (39 of 2015), taking into account the remarks of some members of the Council of Ministers during the meeting session, which were confirmed by the Head of the Legal Department in the General Secretariat of the Council of Ministers.
    Fifth / Approval of the following:
    Exemption and waiver of collecting fees for traffic plates for vehicles, number (32) vehicles imported for the benefit of the Shiite Endowment Office / the al-Abbas's holy shrine, the details of which are recorded in the accompanying table. Linking the letter of the aforementioned threshold No. (635), dated August 14, 2022, mentioned in the two decisions of the Council of Ministers (68, and 237 of 2016), based on the provisions of Article (46) of the Federal Financial Management Law No. (6) of 2019, and Cabinet Resolution (28 of 2020).
    Sixth: Approving the amendment of Paragraph (1) of Cabinet Resolution (345 of 2021) regarding the recommendations of the Committee for Setting Standards and Mechanisms for Inventorying Agricultural Areas Affected by Heavy Rains, Torrents and Floods, to become according to the following:
    Approval of reports of torrential damage and rain in the governorates (Basra, Muthanna, Diyala, Anbar, and Wasit). Damages, and funds are allocated within the framework of the draft federal budget law for the fiscal year / 2023, with original records approved by the director of the concerned governorate’s Agriculture Directorate, the director of the financial department, and the director of auditing in the governorate, and what was audited by the governor (three names, type of damage, and notes) audited and printed .
    Seventh: Delaying the implementation of Paragraph (Fifth) of the recommendations of the Diwani Order Committee (26 of 2020), related to providing support for agricultural crops (wheat, barley, rapeseed and yellow corn) for the current agricultural season regarding the use of modern irrigation technologies by providing agricultural support at an amount of 50% for fertilizers, and 70% for seeds, and 100% for pesticides, as requested by the Ministry of Agriculture; For the lack of sufficient sprinkler irrigation systems to cover the areas required for the cultivation of strategic crops.
