    According to a statement he issued, “The number of prisoners and detainees in the country ranges between 75,000 to 100,000 people. The cost of three meals for each prisoner according to the contract concluded between the Ministry of Justice and the (Meeqat) company affiliated with the Hajj and Umrah Authority is 10,900 dinars (about $8) paid by the state from Its treasury is in favor of the big contractors, but it turns out that the value of the meals does not exceed 5 thousand dinars (about 3 dollars) as the maximum limit for the three meals, to the point that the prisoners refuse to eat them and are forced to buy from the shop, which is also taken over by a group of contractors.
    He added: «There is a terrible profit margin, amounting to (14 billion dinars (9.6 million dollars) per month, 170 billion dinars (116.7 million dollars) per year, 1.18 trillion dinars (more than 810 million dollars) within seven years, which is the duration of the contract that was signed by the previous government in 2021.
    And he indicated that, “The real profits are not recorded as a profit in the records, and they are not returned to the treasury state, but rather go towards individuals. As for the profits that are recorded in the treasury, they are marginal profits.”
    This file, according to Sanad, “was submitted to the Integrity Commission and is considered by the judiciary, and it needs media growth.”
    In early November, the Parliamentary Human Rights Committee demanded the new Minister of Justice, Khaled Shawani, for full details of the companies contracting with the ministry and the nature of the food provided to the prisoners.
    According to a parliamentary request entitled (very urgent) and signed by the head of the committee, Arshad al-Salihi, the committee demanded Shawani to provide it with all data related to the feeding contracts of prisoners and detainees in the Iraqi Correctional Service. It also demanded the names of the companies contracting with the Ministry, statistics on the quality and quantity of food and the amounts allocated, along with a copy of the contracts.
    The Commission for Human Rights had recently revealed that it had received 15,000 complaints annually from prisoners' organizations and families, related to poor food, ill-treatment and torture.
    In its reports for the years 2018, 2019, and 2020, it documented a decline in the level of food provision for inmates, detainees, and depositors, in addition to its poor quality.
