A political bloc accused the Presidency of the House of Representatives and the political blocs of manipulating the votes of members during the process of selecting the heads of parliamentary committees, revealing the tendency to file a lawsuit before the Federal Supreme Court to challenge the measures taken.
The head of the National Approach Bloc, Ibtisam al-Hilali, said in a statement received by (Al-Mada), that “the presidency of the House of Representatives has bypassed the law and the internal rules of the House by summoning non-essential members and their participation in the process of electing the presidency of the Parliamentary Women, Family and Childhood Committee.”
Al-Hilali added, “The election process and choosing the chairmanship of the committee is not fair, and we will file a lawsuit in the Federal Court and challenge the election mechanism.”
And she pointed out, “The presidency of Parliament and the political blocs took the dark rooms as a place to manipulate the law and the internal system of the parliament in choosing the heads of committees, including the presidency of the Parliamentary Women, Family and Childhood Committee.”
Al-Hilali went on to say that "the parliament presidency and the political blocs disregarded experience, competence, and specialization, and did not give specialists an opportunity to assume the presidency of parliamentary committees."
In addition, independent MP Muhammad Anouz said, "The partisan quota system declared its victory in the workflow of the current parliament, through the selection of members of parliamentary committees and then the presidencies of those committees, through the passage of laws." He explained, "The legislation of important laws will continue as it was in the previous sessions, that is, by agreement between the political blocs and in one basket to satisfy the political blocs, away from the public interest of the citizen and the country." Anouz noted that "partisanship is a disease for which there is no cure in Iraq, so there must be a real pause in the upcoming elections to change this bitter reality that the country is going through."
Representative Waad al-Quddo, representing the Shabak minority, said during a press conference held at the parliament building with the participation of representatives of the components: “The parliamentary committees met a few days ago with all their members, and in the presence of the Presidency of the Council, to choose the heads of the committees and their deputies.”
Al-Quddo continued, “We regret what happened during the meetings of a clear imbalance in the representation of the components in the parliamentary committees, which is an extension of the marginalization that was practiced against the components in forming the government, and today it is practiced by the political blocs against us in distributing the committees.” He pointed out, “The exclusion of some minority representatives from parliamentary committees and their marginalization from their entitlement to chair committees and their deputies.”
Al-Quddo called on the Presidency of the House of Representatives to “reconsider the distribution of committees and adopt the principle of participation for all components in the House of Representatives to exercise its oversight role over the ruling executive apparatus.”
And an official parliamentary statement had stated, last Wednesday, that “Muhammad al-Halbousi, Speaker of the House of Representatives, chaired, in the presence of the first deputy speaker of the parliament, Mr. The statement added, “The presidency of the council, in its first meeting with members of the Electricity and Energy Committee, completed the election of Representative Muhammad Nuri al-Abd Rabbo as chairman of the committee, and Representative Walid al-Sahlani as his first deputy, and Representative Hassan al-Asadi as second deputy chairman of the committee.”
And he pointed out, “The Committee of Regions and Governorates that are not affiliated with a region elected, in another meeting, Representative Khaled Al-Darraji as Chairman of the Committee, and Representative Jawad Al-Yasari as First Deputy, and Representative Kurdo Omar as Second Vice-Chairman of the Committee.”
He explained, "The Women, Family and Childhood Committee elected, in a third meeting, Representative Donia Al-Shammari as its chairman, and Representative Nawras Al-Issa was elected as first deputy, and Representative Sarwa Muhammad as second vice-chairman of the committee."
And the statement continued, “The Foreign Relations Committee elected, in the presence of the Council Presidency, Representative Yasser Al-Maliki as First Vice-Chairman of the Committee, and Representative Wasfi Al-Assi as Second Vice-Chairman of the Committee, while the election of the Committee’s Chairman was postponed to another time.”
And the statement went on, that “the Human Rights Committee elected, in another meeting, Representative Arshad Al-Salihi as Chairman of the Committee, and elected Representative Jawan Abdullah as his first deputy, and Representative Wahda Al-Jumaili as second vice-chairman of the committee.”
