    Baghdad / Obelisk: Former Parliament Speaker Mahmoud Al-Mashhadani revealed, on Monday, the reason behind not forming the Federation Council in Iraq,
    And the Federation Council in Iraq is supposed to be one of the main organs of the Iraqi state. And members representing the different components of the state, and it is the second chamber of the legislative authority, as the Iraqi constitution, which was issued in 2005, adopted the two-chamber system in the formation of the legislative authority, according to the text of Article (48) of it, which states: (The federal legislative authority consists of the House of Representatives and the Council of the Federation).
    Political disputes centering around the interests of the major blocs still hinder the establishment of the Federation Council, which assumes a council that applies justice and ends monopoly.

    The authority of the Federation Council includes following up on those laws that are issued by the House of Representatives. The presence of the Council would have prevented Parliament from issuing some controversial laws, including the fiscal deficit financing law, and some other decisions that were passed in the absence of the Kurdish blocs, by returning it to Parliament.
    And the former Speaker of the House of Representatives asked during his speech, “Where is the Council of the Union,” adding, “Because one of its answers is to protect the unity of Iraq.”
    The House of Representatives consists of 329 members who are elected by universal suffrage for a period of four years, and the Prime Minister is elected from among the members.
    As for the Federation Council, it consists of 111 members, and it is the supreme legislative body in Iraq. Members are chosen by the provincial and regional councils, and the president of the Federation Council is chosen from among its members.
    The tasks of the House of Representatives are represented in drafting and approving laws, supervising the work of the government, and approving the general budget and important government contracts, while the tasks of the Federation Council are in approving federal laws, approving international agreements, and amending the constitution.
    And he considered that “the American plan came to divide Iraq and erase Iraq,” revealing that “US Secretary of Defense Lloyd Austin told the Iraqi leaders that we are going through a very dangerous transitional phase because of the Russian-Ukrainian war, and we will not leave this region, and our presence in Iraq has become strategic.”
    Regarding the amendment of the election law, Al-Mashhadani said, “It only harms the independents. It does not harm the Sadrist movement, the framework, progress, determination, or the Kurds,” noting that “parliamentary elections will take place at the end of 2024.”
    Regarding what is happening in Diyala, Al-Mashhadani said, “What is happening in Diyala is clan conflicts and well-known centers of power,” adding, “Whoever the state intervened with force, it diminished, but when the state weakens, the opposite is the case.”
    On the return of the Sadrist leader, Muqtada al-Sadr, to the political process, he said, "He is preparing for the upcoming elections, and the Sadrists will participate in the upcoming elections."
