a member of the Parliamentary Finance Committee, Mustafa Jabbar Sanad, revealed that a quarter of the salaries in the draft budget law go to the Kurdistan region.

Yes, it is true on paper, but Baghdad continues to send trillions in violation of the law, just as the draft budget of 2023 includes ensuring the continuity of paying salaries regardless of the commitment or not (which I doubt that the commitment will be implemented), just as The draft budget of 2023 included that the salaries of the Peshmerga be within the budget of the Iraqi security forces!! It also included the payment of the region’s debts to the licensing companies there, in exchange for a mirage called “You will be handed over oil revenues!”
He pointed out, "The underdevelopment of infrastructure in the governorates of the central and southern Euphrates is correct because of the mismanagement and corruption of some officials here, but the issue is not devoid of stealing our money from under our feet in favor of other governorates, even the Arab ones."
