    [ltr] Expressed economists are optimistic to provide the federal government the final accounts for seven years past to the House of Representatives for the purpose of auditing, stressing that the delay contributed to the absence of the need to prosecute the corrupt, calling for the adoption of a public body to oversee the efficient exchange of public expenditure of the state through the general budget and the distribution of federal revenues in a fair at various state institutions and adherence to constitutional Baltoukitat in providing the final accounts of the budget. The economist said the appearance of Mohammed Saleh in an interview for the "long", that "the delay, which happened in the final accounts for over 7 years ago can not be justified, but the existence of a major corruption cases led to confusion legislative situation for most federal budgets for the years past."[/ltr]
    [ltr]He added that "the arrival of the final accounts finally to the House of Representatives considered a good step to achieve something of the required transparency in the financial dealings of the state institutions of various specialties and put it in front of the House of Representatives, which is the first regulatory body in the country." The former adviser to the central bank said that "the law of the financial management of public debt and to provide the text of the final accounts in the fifth month of the next year, before putting any federal budget for next year in order to allow regulators auditing processes to exchange various state apparatus Executive."
    He said, "Article 103 of the Constitution demanded the formation of a public body to oversee the efficient exchange of public expenditure of the state through the public budget in addition to the distribution of federal revenues equitably to the various departments and public institutions of the state, and the reason for the delay in adoption of this body is due to delays in the final accounts for the past years."  He stressed that "the current parliament in front of a golden opportunity to prove his worth and national professional commitment to the people who chose him for that accelerate the pace towards activating economic and financial laws have been suspended for years for political reasons led to the overheating of the state budget through the joints of the rampant corruption in the state."  He pointed out that "the audit closing for several previous years of no avail because it is considered a date other than the glory and not reasonable follow-up corrupt after a decade on the Ahadaarham for most of the budgets of the past years" is noteworthy that the final accounts constitute a "problem annual chronic" as a result of the failure of the receipt of government to Parliament, and press it to pass the budget without them, for late submission, and the urgent need to have a wheel rotation state, and so has been the adoption of budgets past, one after the other, without knowing the final accounts.  The economist said Mustafa Mohamed Habib's "long", that "the delay in submission of the final accounts for several years is a confusion factor for the functioning of the economic process in the country over the years." He stressed that "previous governments worked to disable the regulatory side on public funds is illustrated clearly through its failure to send the final accounts to parliament for several reasons, to hide the great financial waste caused by different institutions."  He said the "dispute over the interpretation of some of the important points in the Constitution by the political blocs contributed to not send the accounts of the past years to the parliament, which has exacerbated the financial crisis as a result of delays in the adoption of the federal budget for this year and previous years." 
    The head of the House of Representatives Saleem al-Jubouri, had confirmed, that the House of Representatives received the final accounts for seven years, considering it as an unprecedented move, while noting that the House of Representatives will provide facilities for the development of performance and functional parliament.  Jubouri said in a press conference held on Wednesday, the parliament building and attended by "Alsumaria News", "The House of Representatives recognizes the final accounts for the seven years from 2005 - 2011," adding that "This achievement represents an unprecedented step."
    He added Jubouri said that "these accounts will be distributed to the parliamentary committees, each according to its competence to scrutiny," he said, adding that "Parliament will provide numerous facilities for the development and functional performance of Deputies in the state."  The head of the Office of Financial Supervision former, Abdel Basset Turki, attributed, in March of 2011 last year, delayed the final accounts to the delay in the Ministry of Finance to send public budgets after assembled from institutions of public spending, which is often delayed in turn sent to the Ministry of Finance, which will delay completion of the accounts in the Ministry of Finance and then delayed sent to BSA scrutiny.
    And warned the parliamentary blocs, in (January 15, 2014), of a repeat of the scenario in 2013 and the emergence of a new crisis between the province and the center due to pass the current year budget in the Cabinet amid Ministers rejected the Kurds, as shown that differences over the Peshmerga and the oil companies are still intact was not addressed by the central government , confirmed that the government dropped the ball in the court of Parliament, and called to discuss the budget within the Finance Committee to resolve all differences before submitting them to read.  And the voice of the Iraqi cabinet in the (January 15, 2014), to approve a bill the federal budget for the Republic of Iraq for the fiscal year of 2014, and forwarded to the House of Representatives based on the provisions of Article (61 / I and item 80 / item II) of the Constitution.
