    The Council of Ministers, in its session held today, Tuesday, issued a number of decisions, including raising the lending ceiling for the Housing Fund, granting donors of plots of land to build schools and investment plan projects additional personal grades for appointment, and financing the Civil Aviation Authority with an amount of $500,000.
    A statement issued by the Prime Minister's Media Office said, "The council held its fifteenth regular session, chaired by Prime Minister Muhammad Shia' al-Sudani, during which the general conditions in the country were discussed, and a number of files that fall within the priorities of the government program were discussed, in addition to discussing issues listed on the agenda." The agenda and decision-making,
    according to the statement, discussed the recommendation of the Ministerial Council of Economy regarding the high weights of load trucks, the severe damage they cause on main roads as well as their threat to public safety, and the importance of controlling the weights of their loads. 
    The Council of Ministers approved the continuation of the Cabinet’s decision (214 of 2020) confirmed in its decision (463 of 2021), with the necessity of adhering to the permissible load for each truck, and in the event that the load exceeds the permissible limit, the truck will be unloaded from the excess load, and a fine will be imposed on the truck. (35) for the year 2002. The statement
    added that, in line with what was stated in the government program, with regard to handling the housing file, and with the aim of alleviating the burden on citizens in line with the economic conditions of the country, and working on the contribution of the Iraqi Housing Fund in a way In solving the housing problem, as part of the government’s reconstruction plan, the Council of Ministers agreed to increase the ceilings for the amounts and duration of lending to the Iraqi Housing Fund, and to amend them according to the following:

    1- Increasing the ceiling of the lending amount to be 60 million dinars for the center of the capital Baghdad and its districts and districts, and the centers of the governorates and its districts and districts, based on the provisions of the Fund Law, as well as canceling the ceiling for retirement ages, and this decision is implemented starting from the date of its issuance.

    In order to motivate and honor the citizens who support the state's efforts in implementing its service projects, according to the statement, the Council of Ministers agreed to grant donors plots of land to build schools and investment plan projects, additional personal grades for appointment over the grades resulting from deletion and creation; To encourage them, the Ministry of Finance and the Federal Public Service Council undertake the implementation of the aforementioned, each according to its specialization.

    The statement stressed that in the context of proceeding with the implementation of the priorities of the government program in terms of addressing the problem of unemployment and mitigating its effects, the Council of Ministers approved the recommendation of the Ministerial Council for Social Services, which includes:

    1- The Federal Service Council took the guidance of the database located in the Ministry of Labor and Social Affairs / the Special Labor and Vocational Training Department, the number of unemployed (1,589,556) unemployed, as this base includes holders of certificates in various specializations and those who do not have a certificate, for the purpose of accommodating them and creating job opportunities them to reduce the unemployment rate and improve their economic and living conditions.
    2- Creating a national program to raise awareness and introduce the importance of inclusion in the retirement and social security law for workers, which targets the youth group for the purpose of securing decent job opportunities for them and reducing the tendency towards government jobs.
    3- Increasing the number of children's nurseries in order to increase women's participation in the labor market, which amounts to (10.6%), based on the Labor Law, by establishing nurseries in projects in which women work in order to allocate loans granted for this purpose only.

    The Council of Ministers agreed that the Ministry of Finance would finance an amount of five hundred thousand dollars to the Civil Aviation Authority to contract with the International Finance Corporation (IFC), for the purpose of developing and rehabilitating Baghdad International Airport, and to exclude the contract with the aforementioned institution from the instructions for implementing government contracts No. (2 of 2014).

    According to the statement, the Council of Ministers discussed other issues on the agenda and issued the following decisions:

    First / Approval of a draft law on the accession of the Republic of Iraq to the statute of the International Council of Dates, which entered into force on February 16, 2022, and was audited by the State Council, and referred to the House of Representatives, based on provisions of the constitution.

    Second / endorsement of the proposal for the first amendment to the Aliens Residence Law No. (76) of 2017, taking into account the opinion of the General Secretariat of the Council of Ministers, which is confirmed by their legal memorandum.

    Third / Approval of the draft law of the second amendment to the law on personal liability insurance for employees of state departments and the public sector No. (47) of 1990, which was audited by the State Council, and referred to the House of Representatives, based on the provisions of the constitution, taking into account the opinion of the Ministry of Finance and the General Secretariat of the Council The ministers described under the legal department memorandum.

    Fourth / Approval of changing the name of Al-Furat General Company for Chemical Industries and Pesticides to (Al-Furat General Company for Chemical Industries), based on the decision of the company’s board of directors, and the provisions of the amended Public Companies Law No. (22 of 1997).

    Fifth / Approval of amending the second paragraph of Cabinet Resolution (23080 of 2023) to become as follows:
    Transfer of ownership of the specified plots of land to the General Company for Iraqi Ports; The Ministry of Finance also transferred the specified land areas, according to the accompanying profile of the letter of the Ministry of Industry and Minerals, with a total area of ​​(4,500) dunums, to the Ministry of Industry and Minerals / the General Company for Petrochemical Industries, to allocate them to establish the Nibras Petrochemicals project exclusively, based on the provisions of the Law on the Sale and Lease of State Funds (21 for the year 2013) as amended, and the amortization of the selling allowance according to the Federal Financial Management Law (6 of 2019) as amended.
