[size=16]The Prime Minister of the Kurdistan Region, Masrour Barzani, confirmed that his government is ready to resume the oil export process as soon as possible, in accordance with the Constitution and respect for the constitutional powers and rights of the region.
Today, Wednesday, the Kurdistan Region Council of Ministers held its regular weekly meeting and discussed a number of topics on its agenda.
In the first paragraph of the agenda, and according to a statement issued by the official website of the Presidency of the Government, the Prime Minister and the relevant ministers presented the results of joint talks between the Ministry of Oil in the federal government and the regional delegation on the 12-13 of this month, regarding resuming the export of Kurdistan Region oil.
Masrour Barzani began the paragraph by providing a summary of “the talks that were held between the regional government and the federal government delegation headed by the Deputy Prime Minister for Energy Affairs and the Federal Minister of Oil,” who was in Erbil for several days.
He stressed that the regional government "is ready to resume the oil export process as soon as possible, in accordance with the constitution and in respect of the constitutional powers and rights of the Kurdistan Region," and expressed his hope that "the concerned parties in the federal government will accelerate their steps to complete preparations related to the resumption of the process."
The Council of Ministers welcomed the “positive path of negotiations” regarding the export of the Region’s oil, in the interest of all parties, after the public treasury incurred financial losses of billions of dollars due to the cessation of the export of the Region’s oil. The Council of Ministers also stressed “protecting the rights and entitlements of the Kurdistan Region based on the Constitution.” .
He also directed the regional government delegation to continue its efforts and discussions in this regard.
It presented proposals made by several ministries regarding reorganizing their internal revenues with a view to allocating a percentage of them to implementing projects and providing services.
The Council of Ministers stressed “the development and organization of the financial and accounting system in the region in a way that achieves better management in managing spending operations away from bureaucracy and routine, and the importance of improving the process of digitizing transactions and services and providing facilities, in a way that contributes to enabling institutions to perform their tasks and provide their services, thus benefiting from returning a percentage of revenues.” Its ministries are within the framework of an advanced financial and accounting system. On the basis of this, the Council of Ministers directed all ministries to cooperate with the Ministry of Finance and Economy.
The Council of Ministers also instructed the Supreme Council of Public Finance to “take the necessary measures regarding Council of Ministers Resolution No. 219, with the necessity of conducting a monthly review of revenues and expenditures and submitting them to the Ministry of Finance and Economy without delay, so that the federal government can then be informed of the disbursement of monthly financial entitlements to the Kurdistan Region.”
The Cabinet reviewed the issue of employees who obtained certificates without study leave and whose certificates have not been amended yet, which was presented by the Minister of Higher Education and Scientific Research, Aram Muhammad Qadir, the Minister of Finance, Awat Sheikh Janab, and the relevant ministers.
He reaffirmed "the policy followed by the regional government in encouraging employees to obtain higher degrees and raising the level of professional and academic capabilities of public sector employees in accordance with the approved plan of the ministries," while he decided to form a special committee from the Presidency of the Council of Ministers and the relevant ministries "to classify and evaluate the cases of certificates obtained." Employees without academic leave, with the aim of evaluating them scientifically, administratively, financially and legally, provided that the results of the evaluation are presented at the next meeting of the Council of Ministers until a final decision is taken regarding them.”
