Iraq is moving towards digital transformation.. Experts: It will not be achieved until after 50 years

The country has recently witnessed a development in the use of electronic payment tools, as Iraq is moving towards using electronic payment tools to reform the economy, withdraw the cash inside homes towards the banking sector, and combat financial and administrative corruption within government institutions.
Observers and experts have confirmed that this process is not properly effective, and that Iraq will not achieve electronic government until 50 years have passed. The head of the Iraqi Digital Track Council, Safad Al-Shammari, explains in an interview with (Al-Mada), that “the issue of automation is a project that has been discussed at the global level, since In the middle of the last century, automation is entering into business sectors in general, but what is the relationship between the crisis and digitization? Various businesses, all state agencies, and all private sector agencies.”
He pointed out that “the problem in Iraq is that these entries that were automated are not necessarily done correctly or systematically, and they were supposed to work on digital cooperation, which requires you to be based on certain principles.”
Al-Shammari added, “When you talk about e-government, it is not a digital system that can be completed within a day, two days, or a year or two years, and then the digital government works on it without digital networking between ministries, and therefore when you talk about e-government without networking, it means that it will not We have had e-government for approximately 50 years, so we have to move on networking and then move to the topic of e-government.”
He explained, “Another concept that is being talked about is digital governance. Today, governance is a system of control over executive performance, and it is assumed that it has a certain performance or that you monitor it through governance. When it is announced that digital governance has been achieved, we must have an electronic government.” Until governance is achieved, then what will you monitor if we do not have an electronic government?”
Al-Shammari noted that “what is happening today is a process of automation, not governance, and the issues of subscriptions that the state and state ministries are exposed to are due to the absence of a supreme council or supreme body for cybersecurity in Iraq, as the government must have a cyber deterrent for these ministries.”
In turn, the specialist in economic affairs, Alaa Al-Fahd, explained in an interview with (Al-Mada), that “the Iraqi government seeks to implement governance, digital transformation, and automation systems to achieve several goals, including financial inclusion, and the financial transformation towards electronic government.”
He pointed out, “There are electronic transactions instead of paper transactions, and this is part of the global transformation to the knowledge economy, as well as smart information and cybersecurity, to include digital transformation and all fields, not only in the monetary fields, but also at the level of service provision according to electronic government.”
Al-Fahad explains, “There are also paper transactions that have turned into electronic transactions, and this, of course, would create an electronic revolution in Iraq, comprehensive economic reform by implementing financial inclusion, and also implementing modern electronic programs that contribute to combating waste and corruption in public funds.”
