Violations amounting to billions of dinars were seized in a state-owned property in Karbala

The Integrity Commission monitored violations in the transfer of ownership of a property with an area of (8) dunums belonging to the state in the Holy Governorate of Karbala, while it indicated the seizure of advance payments amounting to approximately (600) million dinars that had not been settled by the local administration.
A statement by the authority stated that “the staff of the Investigation Department in Holy Karbala carried out operations to detect violations and waste of public money in the municipality, real estate registration and education directorates, the State Real Estate Department, the governorate office, and the Karbala Investment Authority,” noting that “the work team of the Karbala Investigation Office, which moved to the Registration Directorate Real estate in Al-Har district, monitoring violations in the transaction of transferring ownership of a property whose ownership belongs
to the Karbala Municipality Directorate.
She added, “An employee (a sponsored defendant) in the real estate registration office registered the property, which has an area of (8 dunams and 12 acres) in the names of a number of people, after tampering with the restrictions, in contravention of the controls and instructions, and in the State Real Estate Department, it was observed that violations had been committed by the committee charged with calculating the ideal wage.” A number of real estate properties are less than their real value by (107,500,000) million dinars, representing the value of wastage of public money. As a result of the violations committed by the committee.”
She continued, “Violations were uncovered in the governorate’s municipalities directorate, and the accused, the former director of the Al-Hurr municipality, handed over the old municipality building, whose value is estimated at (3) billion dinars, to one of the plaintiffs. Despite the issuance of judicial decisions in favor of the municipality to dismiss the plaintiff’s claim regarding the handing over of the building site; Because it cannot be removed; “It is intended for public benefit purposes.”
On the other hand, the Authority explained that “the Imports Division in the Directorate did not take the necessary legal measures to collect the debts owed by the investor in the project to establish a modern model slaughterhouse for meat production and marketing.”
She pointed out “the failure to collect rent allowances from the investor since the year 2020,” noting that “the Financial Affairs Department in the local administration in the governorate committed administrative and financial violations, represented by not settling financial advances amounting to a total of (578,440,000) million dinars owed by some committees and entities since The year 2015, and the advance granted to delegates to Egypt, the Karbala Club, and the Committee for Maintenance of the Wheels of Representatives and the Governor’s Assistants.”
The authority indicated that there were violations in the (ceramic factory) project granted for investment to a general contracting and trading company,” explaining that “the Karbala Investment Authority granted an investment license; To establish a factory on land belonging to the Ministry of Finance, despite the State Real Estate Department’s opposition to completing the formal procedures for signing the lease contract for the land allocated for the project, in addition to the delay
in completing the project.”
