The children of the components demand their inclusion in the “Yazidi Women Survivors” Law

Human rights specialists believe that the amendment to the Yazidi Women Survivors Law is no longer related to the center or Tal Afar, but rather to an amendment that includes the rest of the components, explaining that there are those who stand as an obstacle to the inclusion of the other components, similar to the Yazidi survivors.
The Executive Director of “Human Rights - Paris”, Dr. Ali Al-Bayati, said in an interview with “Al-Sabah”: “Although we know through our follow-up that the Directorate of Yazidi Women Survivors Affairs and the central committee responsible for approving survivors’ files are making every effort to include survivors of all Communities, but unfortunately there are problems caused by the law and other technical and administrative matters, which require amending the law and higher administrative intervention to solve them, so that it is a fair basis for dealing with all male and female survivors from all societies without discrimination.”
He pointed out that “among the articles that need to be amended - from our point of view - is Article (First/1) of the law, where the definition of survivors was limited to the date of kidnapping, which is 8/3/2014, as Turkmen women and women from other minorities were kidnapped before this.” The date was specifically on June 10, 2014 or a few days after it. As for the children, they were limited to the Yazidis only in Article (Second/3), noting that there are dozens of survivors, male and female, from the Turkmen and other minorities who are currently present and have returned, but their ages at the time of the kidnapping were under the age of 18. Therefore, they are not covered by the law.”
He explained, “The administrative and technical problems are represented by the administrative complexities related to requesting documents from survivors, whether from the courts or others, which burden the survivor or his family, which from our point of view could be carried out by the directorate itself by exchanging documents and completing them electronically with other institutions or with the help of community organizations.”

Al-Bayati noted that “the other side of the obstacles, which is considered a logistical and technical matter, is the absence of offices for the directorate in the cities where the survivors are located, and its confinement to the center of Nineveh Governorate only, where survivors face difficulties in communicating with the directorate, which can be overcome by opening Offices in the place where the survivors are located, namely Tal Afar and Sinjar, and possibly in other areas, as the directorate’s main mission begins after approval, which requires communication and follow-up with the male and female survivors in order to provide them with all care, rehabilitation, and follow up on the implementation of the provisions
of the law.”
For his part, the director of the Turkmen Rescue Foundation, Shuaib Ahmed, said in an interview with Al-Sabah that “the main obstacle to amending the law are the Yazidis themselves, as they do not want the rest of the components to be included with them with the same privileges. The Turkmen, Shabak, and Christians are marginalized or oppressed by the law.” ", pointing out that "the Turkmen, Shabak, and Christian males and children who survived ISIS are not included in the Survivors Law, like the Yazidis."
He added, "Also, inclusion occurred as of August 3, 2014, and this entails great injustice to the rest of the components and regions. For example, Mosul fell into the hands of (ISIS) on June 10, 2014, and Tal Afar on June 16. In this case, they are not covered by the law, privileges, or They are entitled to obtain it, only the Yazidis are included, given that the date of the fall of Sinjar and the Yazidi areas was 8/3/2014.”
