    The expert in military and strategic affairs, Imad Allo, described the procedures of the Ministry of Interior regarding the purchase of weapons as “useless,” indicating that these procedures led to a significant increase in the price of weapons on the “black market,” and encouraged arms smugglers and gangs of this type of trade, whether through borders or internal trade within the Iraqi geographical area to activate their commercial activity for the purpose of collecting the funds that have been allocated,” according to the official Al-Sabah newspaper.



    This increased activity in the demand for and purchase of weapons comes from the prior belief that the state will pay “attractive” money to buy weapons to encourage citizens to give up their weapons, as it is natural that the price of weapons will be more than double what is available at market prices, in order to entice and encourage citizens to sell their weapons. According to observers.

    Hence, traders and speculators plan to buy weapons from the market at their current price, and then resell them at double their price to the Interior Ministry to make profits.

    This procedure takes place even at the level of the wheat purchase issue, as the high prices that the state allocates and pays to buy wheat from farmers, for example, and at prices higher than international prices, push speculators and traders to bring wheat from abroad at low prices and sell it to the state at double the price.
