Mustafa Falih:
The Al-Fatah Alliance explained the reasons for the delay in choosing a new speaker for Parliament, while indicating that some political forces are trying to delay this The issue is for partisan and sectarian interests. He confirmed the existence of a violation of the constitution.
The leader of Al-Fatah, Mahmoud Al-Hayani, said in an interview with “Al-Zawraa”: “The issue of choosing a candidate for the presidency of Parliament is an issue specific to the Sunni component, not the Shiite, and the loser from this delay is the Sunni component because this position is among the His entitlement, as is the case with a position such as the Prime Minister and the Republic, is a component entitlement, and the reason is the differences that exist between the Sunni parties over not choosing a candidate with whom they can reach the half plus one that he needs in order to win.”
He added, “The problem that occurred in Parliament at the time of the nomination of Mr. Shaalan Al-Karim, Salem Al-Issawi, Mahmoud Al-Mashhadani and the other candidates, and the invitation that was submitted to the Federal Court, and the Court stated that the issue was not within its jurisdiction and that it could continue and hold the session. As for the issue of canceling the membership of Representative Shalan, the Federal Court clarified the legal points or legal aspects.” “.
He pointed out that “some political forces are trying to delay this issue for partisan and sectarian interests, and the reason is that Taqadum is still insisting on its candidate who did not get half plus one, and he needed a second round in order to win, and the second round did not happen because of the measures that took place to raise the vote. The session, as well as the objection to adjourning the session and to the session and holding it, are all the reasons for the delay.”
He pointed out that “deciding the name of the Speaker of Parliament depends on holding a session to elect the Speaker of Parliament and voting on him or presenting the candidates.”
He stressed that “the framework or Al-Fatah always tries to preserve the existing political agreements or norms, political consensus, and national partnership, which is the right of the Sunni component to choose its candidate from among the components, and today the framework supports the strongest candidate who receives the most votes.”
He explained, “There are no names yet, and the Sunni component has not yet decided to continue holding the session and the competition will be between Salem and Shaalan, or that they will go to select new candidates so that the framework can determine its direction.”
He stated that “the election of the Speaker of Parliament will be delayed, but what is more deserving of this issue, as is known, is the entitlement of Anbar Governorate, which took the presidency of Parliament and did not take ministries. This is its entitlement, and because Mr. Al-Halbousi left Parliament with a legal defect and it is assumed that a deputy or one of Anbar’s deputies will ascend, and Mr. Salem Al-Issawi is the most likely candidate.” For this matter, the man is honest, has no faults, is well off, and comes from a well-known and respected family, and all of these things must be taken into consideration. He has the best luck after Mr. Shaalan withdraws unless another candidate comes forward.”
He added, "Currently, there are no signs of electing a speaker of parliament, and the First Representative is the one running the council today."
He pointed out, “There is a violation of the constitution because if the position of Speaker of Parliament becomes vacant due to death, absence, or illness, or if his duties are not completed by the first session held, a Speaker of Parliament must be elected. We violated it and went to elections and issued many laws or sessions that are considered unconstitutional because they are without the Speaker of Parliament.” .[/size]
