The Deputy Speaker of the Iraqi Parliament and members of the Kirkuk Provincial Council considered, today, Thursday, holding the first session as an “initial step” for the continuation of holding Kirkuk Provincial Council sessions for the purpose of starting within a month to complete the process of selecting the governorate and the head of the provincial council according to the agreement to involve all components in the management of the governorate.
Deputy Speaker of the Iraqi Parliament Shakhwan Abdullah said, “The holding of the first session of the Kirkuk Provincial Council is an important step and is on the right track to complete the process of naming a governorate, a president for the Kirkuk Provincial Council, and the rest of the administrative units,” noting that “the role of Prime Minister Mohammed Shia al-Sudani was great, strong, and had an impact on the holding of the first session of the Kirkuk Provincial Council.”
He added, "Holding a session of the Kirkuk Provincial Council will be a step towards continuing the work of the Council and moving towards drawing the outlines of a political agreement that satisfies all political parties and produces an administration that represents all components of Kirkuk."
For his part, Kirkuk Provincial Council member for the Arab component, Raad Saleh, said, “Holding the first session of the Kirkuk Provincial Council is a step in the right direction, and we are working with the rest of the political blocs to form the Kirkuk administration by naming a governor and a president for the Kirkuk Provincial Council.”
He added, "The nature of the session was a consultative session and was adjourned for the purpose of completing the political agreement to form the Kirkuk local government within the legal period."
Ahmed Ramzi, a member of the Turkmen group in the Kirkuk Provincial Council, believes that “the convening of the council is an important step because we have overcome a stage and a hurdle that was standing in the way of holding the first session. Today, the first meeting was held and we are working with the rest of the blocs to complete the political agreement and go to nominate a governor and a council president and complete the cycle of forming the Kirkuk administration within the legal period.”
The head of the Turkmen bloc in the Iraqi Council of Representatives, Arshad Al-Salihi, congratulated the members of the Kirkuk Provincial Council on the convening of the first session, stressing that they are facing a historical responsibility to work with a national vision to serve our dear province and move forward towards rebuilding Kirkuk, correcting the work of departments and institutions, and providing basic services to citizens.
Al-Salihi thanked the Prime Minister and the head of the Coordination Committee between the governorates for the great role they played in the success of the efforts to hold today's session.
He pointed out, “We have one month to reach an agreement on forming the Kirkuk government, and we reaffirm that rotating the position of governor among the components is the best solution to form an administration in which all the people of the province participate, which ensures fair representation and enhances unity and cooperation among all spectrums.”
The oldest member of the Kirkuk Provincial Council, Rakan Saeed al-Jubouri, announced on Thursday that the session would be adjourned until political agreements are reached to form the local administration.
Al-Jubouri told a number of media outlets, including, “Kirkuk Provincial Council held its first meeting with the attendance of all 16 members of the council. The role of Prime Minister Mohammed Shia al-Sudani, leaders of political blocs, and Kirkuk representatives was important in holding today’s session. The session was held under our chairmanship as we are the oldest.”
He added, "The session was adjourned until a political consensus is reached on forming the Kirkuk Governorate administration," adding, "Today, we have achieved a contract or session for the Governorate Council, and work will continue to complete the formation of the Governorate administration."
Al-Jubouri confirmed that “the oldest president came in accordance with Article Seven of the Provincial Councils Law No. 21 of 2008, as amended, and the session was held in the hope of reaching solutions and agreements to form the council and administration.”
Earlier today, Kirkuk Provincial Council held its regular session to elect a new governor and head of the provincial council, headed by the council’s technical assistant to the governor, Ali Hammadi.
The surroundings of Kirkuk Provincial Council witnessed tight security measures, with the deployment of elements of the Iraqi police and army, in order to secure the convening of the first session of the council.
The day before yesterday, Tuesday, Prime Minister Mohammed Shia al-Sudani called on the winning members of the Kirkuk Provincial Council to hold the first session of the council, headed by the oldest member, on Thursday, July 11, 2024.
