Intensive government efforts to solve the problem of “difficult governorates”

The federal government in Baghdad, and Prime Minister Mohammed Shia al-Sudani personally, are making continuous and intensive efforts to resolve the problem of the provinces that are difficult to reach an agreement (Kirkuk and Diyala) after the last local elections more than 8 months ago. The beginning and focus was on Kirkuk, which recently received al-Sudani in more than one meeting with its representatives from the provincial council members from its three components, as part of following up on the understandings of the national forces in the province to form the local government, and proceed with implementing the government program in the development and services sectors, and developing the work of local agencies in the province. Political experts warned; The Diyala and Kirkuk governorates are complaining about the absence of election outcomes, and the local administration is the one in charge of managing their affairs, and they are two governorates that are resistant to consensus. The political analyst and writer, Dr. Saif Al-Saadi, believes in an interview with "Al-Sabah" that "the solution to the crisis in the Diyala and Kirkuk governorates depends on the equation of electing the Speaker of the Council of Representatives, and it does not go beyond this equation, since the state of fragmentation that occurs between the (Sunni) parliamentary blocs is the same in the local governments, in addition to the state of conflict between the (Shiite) blocs over the local governments - at the very least - and specifically in Diyala, where the crisis of electing the governor is what hinders the formation of the local government." He explained that "despite the existence of specific time limits for the formation of local governments in Law No. (21) of 2008 as amended, the political blocs have exceeded this limit, and this negatively affects security and political stability and societal peace." For his part, the writer and political analyst, Dr. Qasim Balshan Al-Tamimi, pointed out in an interview with “Al-Sabah” that “there are many reasons behind the lack of agreement in the provinces of Diyala and Kirkuk, and perhaps one of these reasons is the feeling of each of the ethnic groups present in Kirkuk that it is the owner of the (highest cup), and that Kirkuk belongs to its ethnic group only at the expense of other ethnic groups. The same is the case in Diyala; some clans or tribes imagine that Diyala is theirs, and this means the absence of a sense of nationalism in favor of the ethnic group or tribe.” He stressed that "this is a dangerous matter, and it would have been better for the influential political forces in the two provinces to work on integrating the nationalities and tribes into the country, and to work on planting the spirit of the homeland and citizenship with all their strength in these provinces, but unfortunately we find that some of these forces are working to educate the nationality or tribe at the expense of the national interest, and this matter has negatively affected the agreements." Al-Tamimi concluded by saying: "What is required is to work according to what the national interest requires, and to send clear signals and messages to the people of each province that it is part of greater Iraq, and this part is complementary to the rest of the parts (the provinces) in order to advance one Iraq for all the people of Iraq and dissolve nationalism and tribalism for the sake of the one Iraqi nation."
