    The Ministry of Construction, Housing and Public Municipalities is preparing to define new contexts and controls that regulate the process of referring projects to companies.
    The official spokesman for the ministry, Istibraq Sabah, said in an interview with "Al-Sabah", followed by "Al-Eqtisad News", that the Council of Ministers decided in its last session to exempt the Ministry of Construction from the procedures stipulated in the instructions for implementing government contracts, Resolution No. 2 of 2023, which includes controls and procedures related to the contracting process.
    He pointed out that the exemption decision greatly facilitates the process of referring projects to companies, especially at this time when the ministry is implementing a number of projects in various sectors.  
    Sabah explained that the ministry is in the process of preparing new contexts and controls related to the process of contracting with companies to refer projects under the new resolution in order to organize this process and maintain its integrity.
    He pointed out that there are constants that cannot be changed by the ministry regarding the type of companies and the technical criteria in selection, as well as verifying their legal integrity and reviewing their similar work in other countries in order to optimally benefit from the exemption decision and not allow the entry of poor-performing companies that hinder the reconstruction process in the country.
    Sabah noted that there will be intensive meetings held by the referral committees and specialists in the contracts departments in order to approve the new contexts as quickly as possible with the aim of starting the referral in accordance with the new Cabinet decision, which will shorten the time, effort and routine procedures that accompany the referral process and cause delays in many projects.
    It is noteworthy that the Council of Ministers decided during its session held last week to exempt a number of ministries from contracting methods. A statement from the Prime Minister’s Office stated that “in order to proceed and expedite the implementation of urgent service projects and the completion of infrastructure projects, it was approved to exempt the Ministries of Construction, Housing, Municipalities, Public Works, Health, Higher Education and Scientific Research from the contracting methods stipulated in the Instructions for Implementing Government Contracts (2 of 2014) to implement infrastructure projects and establish educational hospitals based on solid and specialized companies.”
