light of thesurvival ofsome of thetroops and strengthened with additional troops in Baghdad and the provinces in anticipation of terrorist attacks and breaches ofsecurity. We call upon all our people and their political forces to take that into account and relieve pressure on the armed forces andsecurity services, and for our part we pledge to all theimplementation of theministerial change overall , including political reforms the economic we announced thefight against corruption and the corrupt, at which time we mention that the reform collectively and jointly responsible and Atqa on hand without theother. we arededicated to behonest with our people to theevents andpolitical developments, and we wouldlike to make it clear in this regard that thecurrent crisis is a political crisis must residential areas inhabited by the families of people who suffer from embarrassment and concern thecase ofcitizens, with the emphasis that the right todemonstrate isguaranteed within thelimits theexceptional political, economic and financial challenges facing Iraq, has It insisted some of the blocks that are nominated minister by it ,considering that theparliamentary system is thesystem ofelectoral blocs gives them theright toparticipate in the formation of thegovernment by percentages. in contrast , there are those who ask or require the selection ofministers outside thequota system, allowing field or lends itself to choose ministerial lineup on new foundations . in the face of this call Council esteemed House ofRepresentatives and call on thepolitical block to thedetermine their position clearly and publicly on this subject, because theprime minister, any prime minister, for he can not work and achieve success in thecountry and its democratic system service without understanding with the House ofRepresentatives and harmony with thepolitical blocs, and that light it is not prudent to provide ministerial lineup facing rejection from the House ofRepresentatives and thus invalidate thepurpose of thereshuffle, and therefore on theCouncil ofRepresentatives must clearly specify his position and Maatalbh of thePrime Minister: Is it required to be ministers of the political blocs or provide ministers technocrats out of the blocks and quotas andwhether that recent vote means or mean something else also states that some of theleaders of theblocks? It must be to resolve this issue and move on to anew phase in the work of thegovernment and its duties grave in themilitary, security and economic fields and provision ofservices and restore stability and displaced people to cities liberated. We declare it openly and frankly to our people so thateveryone assumes their responsibilities in maintaining security and stability and
