[ltr]The Office of the Prime Minister Haider al-Abadi said in a statement Mguetsb received / balances News /, a copy of it, that "the Council of Ministers decided to allocate 5% of the available grades within the angel movement to set the holding advanced degrees (master's and doctoral) By the competencies required of ministries and departments not associated with Ministry and provincial exception of resolution No. 1 for the year 2016 ".[/ltr]
