    Iraqi Vice-President Khoudayr Al Khazaii discussed with the Kuwaiti Prince Subah Al Ahmad Al Jaber Al Subah the issue of ending UN Charter Chapter VII sanctions on Iraq. He also met with Egyptian President Muhammad Mursi and went through bilateral relations between the two countries as well as recent developments in the region.

    Al Khazaii’s office issued a press release on the sidelines of his meeting with Kuwaiti Prince Subah Al Ahmad Al Jaber Al Subah at the Arab Economic and Social Development Summit held in Riyadh. The press release, of which Alsumaria got a copy, said that “the two parties discussed the lifting of Chapter Seven’s sanctions imposed on Iraq and other measures to promote bilateral relations between the two fraternal countries”.

    “Al Khazaii confirmed that Iraq is exhorting serious endeavors to solve the current crisis and challenges that the region is undergoing”, added the office.

    “Al Khazaii also discussed during his meeting with Egyptian President Muhammad Mursi recent developments in the region and the possible solutions that might lead to promoting bilateral relations”, confirmed the office, highlighting that “both parties agreed that it was necessary to develop bilateral relations between the two countries and exchange expertise in addition to promoting joint Arab work especially on the economic level for the benefit of the Arab nation and the Arab people.

    On the sidelines of the Arab Economic and Social Development Summit held in Saudi Arabia, Al Khazaii also met with head of the Algerian Council of the Nation, Abed Al Kader Bin Saleh and discussed with him many issues of common interest and possible means to develop bilateral relations.

    On Monday January 21 in the Saudi capital of Al Riyadh, the Arab Economic and Social Development Summit was launched. The Iraqi Vice-President Khoudayr Al Khazaii headed the Iraqi delegation meanwhile Foreign Affairs Minister Huchiyar Zibari the ministerial delegation. The Summit dealt with the economic and social situation in the Arab world as well as the possible means to implement the decisions taken in the 2 previous Arab Development Summit held in Kuwait in 2009 and in Sharam El Sheikh in 2011.

    This statement got my attention after I reread the post:

    It appears to me that Kuwait may want Iraq out of VII, but they are not going to let them get away with empty promises. I just hope the UNSC agrees with Ban Ki-Moon's seemingly desire to place Iraq under VI. jmo.

    relations.

    Khuzaie's office quoted him as saying, during a
    meeting with the Emir of Kuwait that "Iraq has fully passed good phase
    on the subject of prisoners of war and missing Kuwaitis and Kuwaiti
    archive file , expressing Iraq's willingness to provide full assistance
    in these subjects," asking Kuwait's help to get Iraq out of Chapter VII.


    He expressed his thanks to the Emir of Kuwait, for his efforts in resolving the dues of Kuwaiti Airlines Company.

    For
    his part, the Emir of Kuwait expressed his readiness to assist Iraq,
    noting that Iraq removing Iraq from Chapter VII needs to the United
    Nations approval and implementing the international resolutions.


    On
    the other hand, Khuzaie discussed, during his meeting with Egyptian
    President, the development of economic relations between the two
    countries and open up investment opportunities for the Egyptian
    companies in the field of infrastructure.


    In a related
    development, Khuzaie expressed, during a meeting with the Algerian
    National Assembly Speaker, Abdul Qadir bin Saleh, Iraq's willingness to
    cooperate with Algeria in all of political, economic, cultural and
    security fields. In addition, to Iraq's support against terrorism in all
    its forms and solidarity with Algeria, in the recent terrorist
    operation.


    The meetings were attended by Foreign Minister,
    Hoshyar Zebari, Planning Ali Shukri and Trade Khairallah Babiker and

    as of right now the "High - Level Cordinator is retired and has not been replaced nor is there any documentation of financing the "High - Level Cordinator for 6 more months which has happened every year since resolution 1284, but theres 3 option's on the table the UNSC hasn't decided on. over the next few months, I'm sure the UNSC is watching how Iraq/Kuwait "normalize" their relations, before making their decision.

In a letter dated 20 July 2012 to the President of the Security Council (S/2012/567), Kuwait expressed the hope that the Security Council would appoint another High-level Coordinator or a Special Representative of the Secretary- General, adding that “it would be appropriate if such a High-level Coordinator or Special Representative were to follow up on all of Iraq’s outstanding international obligations” (see S/2012/567). However, in a subsequent letter, dated 17 September2012, to the Minister for Foreign Affairs of Iraq, Hoshyar Zebari, Kuwait clarified its position to Iraq. In the letter, which was shared with the United Nations, Kuwait expressed the hope that the Security Council would establish a new mechanism under Chapter VI of the Charter of the United Nations through either: (a) the appointment of a new High-level Coordinator; (b) the appointment of a new Special Representative; or (c) the expansion of the mandate of UNAMI to include the issues of missing Kuwaiti and third-country nationals and missing Kuwaiti property. The letter further stated that this would happen after the fulfilment on the ground of Iraq’s other outstanding obligations, specifically those related to the border

    25. I view the next few months as a crucial confidence-building period between Iraq and Kuwait that will hopefully lead to the expeditious resolution of outstanding multilateral and bilateral issues between them. During this interim period, the two parties can count on the full support of the United Nations to facilitate the normalization of their relations. I am committed to resolving the issues of missing Kuwaiti and third-country nationals and missing Kuwaiti property as soon as possible with the cooperation of the two parties. I look forward to working closely with the Governments of Iraq and Kuwait both directly and through my representatives in this regard. In light of the efforts of my High-level Coordinator during his recent mandates, I am still exploring the best approach for the next period for the work of the United Nations in this field. I am considering several options. These include asking UNAMI to fulfil this role, an approach both parties noted was acceptable to them; appointing an interim coordinator under the existing financial arrangements; replacing the current High-level Coordinator upon his retirement with another; or asking someone from United Nations Headquarters to assume this mandate.
    26. Finally, I would like to take this opportunity to thank Mr. Tarasov, who will be ending his tenure as High-level Coordinator on 31 December, for his efforts in carrying out the tasks entrusted to him[/size]
