    Russian President Vladimir Putin said Tuesday that North Korea would not abandon its nuclear program unless it felt safe and sanctions would not change Pyongyang's behavior.
    Putin said there was no point in imposing new sanctions on North Korea, saying it would cause human suffering in the country.
    The Russian president said it made no sense to accuse his country of violating sanctions against North Korea and then ask Moscow to support new sanctions.
    On Sunday morning, North Korea tested a nuclear bomb it said was a mini-hydrogen bomb that could be loaded onto a ballistic missile, triggering a strong international condemnation.
    On Monday morning, Seoul held military exercises with live ammunition, including firing ballistic missiles in a simulated attack on a nuclear testing site in North Korea.
    US Ambassador to the United Nations Nicky Hailey said on Monday that the Security Council would hold a debate on a draft resolution imposing new sanctions on North Korea this week and would be put to the vote on Monday.
    France, Britain and Japan support new sanctions against North Korea, while Moscow and Beijing have yet to be known.
    In a speech to the Security Council, Hayley said the United States wanted the United Nations to take "the strongest possible measures" to punish North Korea for its recent nuclear test.
