US proposal to build fortified shelters in Syria

US Congressman Brendan Boyle proposed the possibility of building underground shelters in Syria.
Boyle put the draft resolution on the subject for debate in Congress.
In the past six years, Syria has witnessed more than 400 attacks on hospitals and civilian facilities, resulting in the injury of some 800 doctors. Under the draft resolution building underground caches to protect doctors and volunteers in particular.
The congressman did not mention those responsible for the attacks on civilian facilities, while accusing Russia and Syria of targeting doctors. Without presenting in his document any facts indicating the validity of these charges.
Pavel Bodlesny, director of the US-Canada Center for Russian-American Relations at the Russian Academy of Sciences, said he believed the initiative could be seen as a threat to the Syrian settlement.
"I think this is not the last step of the United States. It comes as a reaction to the statement signed by Russian President Vladimir Putin and Donald Trump in Danang. It is difficult to say at this time whether these shelters will be built or not. It's about executive powers and the US State Department.
