    WASHINGTON (Reuters) - The White House is "not considering" the possibility of holding a referendum in the southeastern province of Donbass to settle the conflict since 2014, a US official said.
    US National Security Council representative Garrett Markis told Novosti that the Minsk agreement, which Washington sees as part of the settlement process in Donbass, leaves no room for any referendum, and also doubts the legitimacy of a possible referendum.
    Earlier, the Bloomberg agency claimed that Russian President Vladimir Putin had proposed to his US counterpart, Donald Trump, a referendum in Donbass to enable the people of the two independent republics of Donetsk and Lugansk to decide their fate.
    The Kremlin refused to comment on the information, while Ukrainian officials described the idea as a "preva to dismantle Ukraine" and considered it unconstitutional. Ukrainian law stipulates that state borders can only be changed through a national referendum covering all the country's territory.
    Donetsk and Lugansk held the referendum on May 11, 2014, in which the vast majority of the population opted for independence from Kiev, which came to power in the wake of a coup in February of the same year.
    Kiev accuses Moscow of meddling in the affairs of Ukraine and supporting the "separatists of Donbass" militarily, but Russia rejects these accusations, and stresses that the solution to the conflict only through dialogue between Kiev and the volatile regions and reform of the Ukrainian state system.
