    BAGHDAD (Reuters) - A member of Baghdad's provincial council, Saad al-Mutlaibi, on Sunday accused former prime minister Haider al-Abadi of delaying the delivery of services in the capital because of the lack of money allocated.
    "The crisis of poor services in the outskirts of Baghdad and Husseiniya continues without any solution unless the disbursement of funds allocated within the budget of the city," he said.
    He added that "the former prime minister Haider Abadi is the one who bears responsibility for not being spent, not one dinars out of the 800 billion dinars earmarked for the province during the current year and this is surprising."
    He called on the current Prime Minister Adel Abdul Mahdi to "launch allocations within the budget and increase investment allocations within the budget of 2019 to end the popular protests demanding better services." Ending / 25 d
