    The legal expert Tarek Harb, on Wednesday, that the dissolution of the provincial councils does not hinder the passage and approval of the draft budget 2019 from the constitutional point of view, indicating that the approval of the provincial council on the budgets over the past period is a wrong political custom.
    He told Harb / information /, "The Constitution authorized the Conservatives to approve the draft budgets and forward them without the approval of the provincial councils, and their presence is limited to control."
    He added that "the political custom granted the provincial councils to approve the draft budgets within Law 21 of the provincial councils, which is contrary to the Constitution," noting that "most paragraphs of the law of provincial councils contrary to the Constitution."
    He explained that "the dissolution of the provincial councils does not hinder the ratification of draft budgets legally and the governor has full powers to transmit and ratify."
