    [size=18]On Friday, legal expert Tariq Harb confirmed the existence of a constitutional authority and "absolute authority" for the President of the Republic to choose another candidate, if the government of the designated Muhammad Tawfiq Allawi did not obtain confidence.


    Harb said in a press statement today, that it is "constitutionally, the President of the Republic assigns another candidate to form the ministry in the event that the Allawi Ministry does not gain confidence in tomorrow's session in accordance with the fifth paragraph of Article 76 of the Constitution," stressing that "this is the most likely after having Most of the Shiite, Sunni and Kurdish blocs agreed not to vote and give Prime Minister-designate Allawi confidence, as long as these parliamentary blocs did not take their share of the ministries.

    Harb indicated that "not granting him confidence after the vote would constitutionally assume the President of the Republic assigning another candidate and note that in this case there is no greater parliamentary bloc but rather an absolute authority for the President of the Republic, an absolute authority in the nomination to head the Personal Ministry that he deems unrelated to the largest number Or the smaller group, the issue is subject to the discretion of the President of the Republic only without restriction or condition in assigning anyone except Allawi because the constitution decides another candidate, and the other is not the former Allawi, and this constitutes his government and submits it to Parliament to request that he be given confidence.

    On Thursday, the House of Representatives postponed its session devoted to voting on the government booth of Prime Minister-designate Muhammad Tawfiq Allawi until next Saturday, because the quorum was not completed.
