    [size=45]About three months after passing the financial budget for the current year, Iraqis are still waiting for the implementation of its legal paragraphs (regarding financial allocations), some of them are waiting to provide funds for social protection, and some of them are waiting for the implementation of Resolution 315 on state contracts.[/size]
    [size=45]Between this and that, the government's silence regarding the implementation of the budget increased with the passage of hours and days, amid anticipation and popular anger that began to escalate day after day, in conjunction with threats to escalate popular protests.[/size]
    [size=45]And the Iraqi parliament voted, (April 31, 2021), on the federal general budget law for the Republic of Iraq for the year 2021 as a whole.[/size]
    [size=45]Parliament is suspended.[/size]
    [size=45]The Rapporteur of the Parliamentary Finance Committee, Ahmed Al-Saffar, said in an interview with (Al-Mada), that “Decision 315 was addressed through the budget law and the powers were given to the government in order to implement it on the ground,” noting that “the failure to implement the paragraphs of the 2021 budget law, by The Ministry of Finance is a legal violation.”[/size]
    [size=45]Al-Saffar pointed out that "the problem is that Parliament is almost suspended and some ministries do not respond to requests for hosting, interrogation, and meetings are no longer the same as before, and therefore there is difficulty in finding solutions to this file, which is occupying the street."[/size]
    [size=45]Al-Saffar added, "The financial situation is not clear and there is no transparency from the government, and the Finance Committee does not know the fate of the previous budgets, because there are no final accounts," adding, "There are big differences between what is in the budget and what is planned in the numbers and gaps in reality." .[/size]
    [size=45]Following the approval of the 2021 budget, many governorates throughout Iraq witnessed the organization of angry demonstrations to demand the implementation of Resolution 315 and their confirmation of permanent owners in the state.[/size]
    [size=45]Resolution 315 Eligibility for Contracts[/size]
    [size=45]For his part, Mustafa Akram Hantoush, an economist, believes that “Decision 315 is an enforceable step, which is an entitlement to workers on the contract system for what they have provided during the past years of working in the state.”[/size]
    [size=45]The economic expert indicated in an interview with (Al-Mada), that “the financial budget for the current year is within the presence of 900 billion dinars financial allocations for the contracts covered by Resolution 315,” explaining that “the financial deficit in the country after the spread of the Corona virus and the decline in global oil prices was behind the reluctance to implement The decision is up to now.[/size]
    [size=45]Hantoush added, "The financial budget for the current year included allocations for the contracts of the contractors before the tenth month of the year 2019, as stated in the previous cabinet decision. As for after this month, they are not covered by Resolution 315," noting that "the Ministry of Finance is confused by the lack of Financial allocations compared to the number of contracts in state departments.[/size]
    [size=45]In September 2019, the previous cabinet voted on Resolution 315, which included mechanisms for treating workers as contracts and a daily procedure in government institutions, which was established by the committee in charge of this.[/size]
    [size=45]At that time, the General Secretariat of the Council of Ministers directed the ministries, agencies not associated with the Ministry, the governorates, and all provincial councils, to implement the decision No. 315 of 2019, to complete the procedures for converting daily wages into contracts from those who have been employed for a wage (for a period of not less than one year only) and the appointment is suspended by orders Ministerial or administrative for the daily procedure, except within the operating forms.[/size]
    [size=45]Last week, the governor of Dhi Qar, Ahmed al-Khafaji, announced the prime minister's approval to implement Resolution 315 on contracts in government departments in the province.[/size]
    [size=45]Al-Khafaji stated, in a statement received by Al-Mada, that "Prime Minister Mustafa Al-Kazemi agreed to include contract employees in Dhi Qar by Resolution 315 and all his privileges."[/size]
