, spokesman for the Iraqi Ministry of Foreign Affairs, Ahmed Al-Sahaf, confirmed that the American personnel who will work within the framework of advice, training, capacity building and exchange of intelligence information will be in Iraqi military bases that are fully sovereign and subject to pure Iraqi laws.
Al-Sahaf said in a television interview, "The fourth round of strategic dialogue between Iraq and the United States of America was built on a legal basis between the two sides, which is the strategic framework agreement between the two sides, and these four rounds that were held are based on the developments in the security situation that Iraq was exposed to during the entry of ISIS gangs."
