The Federal Service Council revealed, today, Saturday, the latest developments in the implementation of the transactions of 315 contracts and the appointment of the first students in universities.
Director of the Legal Department of the Federal Service Council, Salman Ghadban Hassan, said in a press statement, “The appointment of contracts is governed by Article 61 / b of the Federal General Budget Law No. 23 of 2021, which authorized the Council of Ministers to create job grades for contractors who have been contracted for more than five years, provided that That the ministry or the entity not affiliated with the ministry or the governorate bear from its financial allocations,” noting that “the council launched the form for the appointment of the specializations received from the sectoral authorities for those covered by the provisions of Law 67 and 59 of 2017.”
He pointed out that “the council is striving to accommodate the specializations that are required to be appointed by the sectoral authorities, and the whole matter depends on the state’s policies in the matter of appointments, and all of this translates into what is stated in the budget law for the coming year,” noting that “most of the sectoral bodies, whether ministries or entities not associated with a ministry or governorates. The degrees of deletion and creation were not sent to the Council to be announced.
Regarding the possibility of considering the decisions of the year 2021 to be effective if the budget for the year 2022 is approved, Hassan explained that “the budget law is valid for one year and based on the provisions of Article 1 / ninth of the Financial Management Law No. 6 of 2019 depends on what is contained in the budget law for the year 2022 and that the Council of His side will raise this when conducting budget discussions.
