In the text of the statement, {Al-Furat News} received a copy of it: "
1. The total revenues achieved during the first ten months of 2021 amounted to (81.6) trillion dinars - eighty-one trillion and six hundred billion dinars, while the total actual spending in the months the last ten of 2021 (76) trillion dinars - Seventy - six trillion billion dinars , almost, a difference of (5.6) trillion - five trillion six hundred billion dinars increase revenues from the actual spending.
2. calculates the estimate the last two months remaining revenue according to the price last month ( 77.5 dollars per barrel, and with the average expenditure for the same two months, the surplus amount in them will be approximately (8.4) trillion dinars only for these two months.
3. By adding the surplus for the previous period, the total surplus becomes approximately (14) trillion dinars during the year 2021 from the actual spending. A trillion dinars.
4. Why was an explosive budget presented in the amount of (130) trillion, and why did Parliament vote on this big difference between spending estimates and actual spending, knowing that realistic studies had demanded at the time to reduce spending to (82) trillion and to calculate the necessary allocations and cancel luxury expenses or those Hidden in the overall and vague addresses.
5. Why does the budget bear a planning deficit of more than (28) trillion dinars, and decide to block some of it through internal and external borrowing that burdens the state and mortgages its sovereignty!?
6. Why does the government resort to the decision to raise the price of the dollar on the pretext of filling the budget deficit and Parliament votes on it, causing damage and adding new suffering to millions of Iraqis?
7. Why do Iraqis suffer from high prices and their remarkable rise, especially for basic materials, with the availability of surplus revenues during the last period?
8. The total actual investment spending for the ten month of 2021 amounted to (9.9) trillion dinars - nine trillion nine hundred billion dinars - the Ministry of Oil's investment amounted to (7.3) trillion dinars - seven trillion three hundred billion dinars, most of which go to cover the costs of companies licensing rounds.
9. Meaning that 10% of the total oil revenues go to the licensing tour companies, given that the total oil revenues for that period amounted to (73) trillion dinars, and in the last month of the year a higher percentage may be paid than what was paid to these companies to cover their business costs! Is there still a justification to prevent the cancellation of these licensing contracts and their replacement with a useful national formula and to stop this huge waste of state revenues?
10. It is strange that the investment of the Ministry of Industry amounted to (50) billion dinars only, and the investment of the Ministry of Agriculture amounted to less than one billion! And the Ministry of Education (20) billion dinars and the Ministry of Education (10) billion dinars only, so where are the agricultural and industry support programs that they adopted as a justification for the decision to raise the price of the unjust dollar, and where is the development of education!?.
11. Are there any justifications or attempts to defend the unjust decision to raise the price of the dollar after all of the above facts? Rather, it is necessary for the government to immediately take the initiative to return the dollar exchange rate to what it was before, and the need to support the poor and low-income classes to face the catastrophic effects of poor planning and wrong estimates .
12. It is worth noting that the estimates of non-oil revenues that are supposed to be collected during the year amount to (twenty trillion) dinars, but actually achieved in the past ten months of the year amounted to (8.4) trillion dinars only!
13. Finally, we call upon the conscious national elites and those in charge of public affairs to assume their moral and national responsibilities in correcting these deteriorating conditions and preventing the recurrence of these decisions and assessments in subsequent budgets.
