Today, Wednesday, the Health Insurance Authority clarified the deduction rate for employees covered by the Health Insurance Law, which it said had not been implemented so far.
The spokesman, Director of Monitoring and Auditing in the Directorate of Health Insurance, Ihab Abdel Karim Khalaf, told the official TV, "The Health Insurance Law was issued in February of last year 2021, and according to it it should be effective after 6 months from the date of its issuance, i.e. last August, provided that The same period shall be the formation period of the Health Insurance Authority.
He added, "We are currently working in the Health Insurance Authority in full swing in order to form the authority and its branches in the governorates, and the matter is supposed to be completed at the beginning of next February."
He stressed that "no deduction has been applied so far in the salaries of employees for the purpose of health insurance, and perhaps what is happening in some ministries is related to insurance funds in them, which are not affiliated with the Health Insurance Authority, but in return, according to the law, all insurance funds have been canceled, and with the entry into force of the guarantee law, it will be applied in All ministries and so far have not applied any deductions under it, because the law requires several procedures before it can be implemented."
He added, "The law is not only a health insurance project, but rather a first step towards reforming the health system in Iraq, and it will modify many paths of health services, and the development of the health system in developed countries came as a result of implementing a law in this regard."
Regarding the date of the law and the start of deductions, Abdul Karim explained that "the law will reduce the financial burdens on citizens and will not be applied until after the full registration process for employees is completed in the coming months, and then work will begin to apply the health insurance law, and then there will be a monthly deduction."
He stressed that "there will be time limits in which procedures will be applied before applying the law and implementing the deductions, and they will be only 1% of the salary and 2.5% for special grades," noting that "the implementation of the law will reduce the financial burdens by 70% on the covered citizens and their families, and the covered will be provided with a card. An electronic platform that ensures the flow of access to the health service, and the authority will contract with government and private hospitals and private clinics to implement it.
He revealed that "the expectations of the authority indicate that 15 million Iraqis will be included in the health insurance law as a first stage, and its application requires a comprehensive database for employees, which is not currently available, which means the need for time to register the data of all employees."
