    The head of the Law Deans’ Committee in Iraq, Miri Kazem Al-Khikani, described, on Wednesday, the opening of the nomination door by the Speaker of Parliament as “a bullet in the heart of the constitution, indicating that Article 72 of the Iraqi Constitution of 2005 specified the term of the President of the Republic with four years and he may be re-elected.” for a second term.
    Al-Khikani said in a statement reported by "Al-Sabah" newspaper, which was seen by "The Information", that "the president of the republic was supposed to be elected in accordance with (Article 72 / second / paragraph B), which stipulated that the House of Representatives should elect a new president of the republic within thirty days. From the date of its first session, and this is what the Presidency of the House of Representatives did, and according to the interpretation of the Federal Court, the President of the Republic is elected after the quorum of the session of the House of Representatives was achieved by a two-thirds majority, but this matter did not happen and the session was adjourned to further notice.
    He added, "A law was issued based on the Constitution regulating the election of the President of the Republic No. 8 of 2012 and in accordance with this law and according to Article 2 the Presidency of the House of Representatives announced the opening of the nomination for the position of President of the Republic for a period of three days from the date of the election of the Speaker and his two deputies in its new legislative session, and this is what It actually happened, and the applications for nomination were considered, and a list was announced of the names of the candidates who met the conditions for electing the President of the Republic, and due to the lack of a quorum - as I mentioned earlier - the election was not held.”
    Al-Khikani explained, “Opening the door for nomination again is not only a circumvention of the constitution, as much as it is a clear and grave breach of the most basic legal and constitutional rules, and the public prosecutor must stand in front of this breach. That was announced earlier to participate in the candidacy for the post of President of the Republic.” finished/25
