A sectarian map for the distribution of committees... Independents rely on "tacit agreements"
March 02 2022

The recent parliamentary elections witnessed the rise of a number of independent candidates to the parliament, and in conjunction with them, there was much talk about executive or legislative positions that the independents want to obtain.

Sources revealed a tacit agreement between the main blocs to reduce the shares of the losing Shiite blocs and distribute them to the emerging and independent blocs.
Parliamentarians talked about the strong participation of independents in the new parliamentary committees, which will witness a "qualitative addition of independents" during the fifth session of the House of Representatives.

Parliament recently formed a committee to amend the tasks of the committees in the rules of procedure, headed by the First Deputy and with the membership of MP Hassan Al Kaabi, MP Faleh Al Sari, MP Muhammad Tamim and Representative Vian Sabry.
On the other hand, observers believe that the political forces will not change the previous mechanisms for distributing committees in previous sessions, which gave this process a quota character on component bases, as this political custom established the distribution of parliamentary committees with 10 committees for the Shiite component, corresponding to 8 committees for the Sunni component, and 7 committees for the Kurds.
At the start of the second session, which was held on Monday, February 28, 2022, the House of Representatives voted to name 25 permanent parliamentary committees.

Change in mechanisms
However, the new elements, represented by some independents and the new blocs that entered the equation that followed the previous cycles, may bring about some changes to the distribution mechanisms despite the implicit agreement between the large blocs to consider these elements within the “Shiite space.”

Representative, Sajjad Salem, revealed that there are assurances from the Presidency of the House of Representatives that the previous mechanisms were not adopted in the formation of parliamentary committees.
According to a source working in the office of one of the independent representatives, who requested anonymity for functional reasons, a "tacit agreement" was made between the main blocs to reduce the shares of the losing Shiite blocs and distribute them to the emerging blocs and independents, as he told "Ultra Iraq".
And "Ultra Iraq" learned from the same source that "the emerging blocs held a meeting with the participation of some independent deputies to reach understandings regarding entering into negotiations to form parliamentary committees as a team, with the identification of the committees targeted by the blocs," but the meeting did not lead to any final agreements in this regard, which is This was confirmed by the representative of the Haider Hawas extension bloc.
As for the extent to which the "For the People" coalition, with its Kurdish and Shiite sides, can adapt to the component mechanism in distributing committees, Hawas stated that "the coalition refused to deal on the basis of my components and entered into its negotiations with the blocs as a national political alliance."
Aspirations, reassurances and fears
The deputy revealed an extension in an interview with "Ultra Iraq" about "our alliance has achieved an important achievement by obtaining approval to form a committee under the name of holding the killers of the October protesters accountable as part of our fulfillment of the demands of our masses."
Representative Haider Hawas affirmed a coalition for the people "to obtain committees of the level (A) that include the sovereign committees such as the Integrity Committee and the Legal Committee," which Hawas considered "one of the priorities of his alliance."
Parliamentary committees are divided into category A, B, and C, according to the most important committees. In the previous parliament, a great struggle took place over the committees of category “A”, and with less intensity over category “B”, as they are important in terms of the importance of the ministries that are associated with them, monitor them, hold them accountable and legislate laws for them.

At the same time, Member of Parliament Sajjad Salem indicated that there are “assurances” from the Presidency of the House of Representatives about not adopting the previous mechanisms for forming parliamentary committees, and instead adopting the criteria of “efficiency and competence.”
However, Sajjad Salem told "Ultra-Iraq", "We have great fears that the distribution mechanism will be on sectarian and ethnic bases," stressing that the "independent popular bloc" is working to "take its due from the committees outside these sectarian and sectarian frameworks."
