    [size=45]The Parliamentary Finance Committee confirmed that the House of Representatives has until next Thursday to vote on the law on emergency support for food security and development, and otherwise it will be postponed for two months due to the start of the legislative recess, pointing out that the situation in Iraq cannot bear the delay of this law, which includes sums for important sections belonging to the citizen.[/size]
    [size=45]Committee member MP Muhannad Al-Khazali said that "the House of Representatives did not have much time to approve the proposed law on emergency support for food security."[/size]
    [size=45]Khazali added, "The last day of the current legislative term is the ninth of this month," noting that "this date requires us to fulfill all the requirements of the law during the next two days."[/size]
    [size=45]He pointed out, "The sums that are put forward in the media about the law represent a preliminary agreement, and it did not reach the official consensus, and it was not voted on by the majority within the Finance Committee."[/size]
    [size=45]Khazali pointed out that "serious meetings will start today, and we can complete our work in the committee on Monday or Tuesday at most."[/size]
    [size=45]And he indicated, "Parliament will hold a session before the end of the legislative term, and we have no choice but to vote on the law in that session."[/size]
    [size=45]Khazali continues, "Parliament has no jurisdiction to extend the legislative term for a second time, after it extended it earlier for one month."[/size]
    [size=45]He stressed, "The lack of agreement on the law during this week means that we will be delayed for about two months so that we can put it to a vote in the next legislative term."[/size]
    [size=45]Khazali believed that "people's needs represented in the food aspect, energy or agriculture file cannot be delayed for the next two months," and he spoke about "there are many development projects that need funds that cannot be provided for disbursement without the approval of the law."[/size]
    [size=45]He stressed, "Members of the House of Representatives are insisting on completing the law during this period in order to present it to a vote, and the final word will be left to Parliament."[/size]
    [size=45]Khazali stated, "All the data confirm that most members of the House of Representatives will pass the law, and therefore it will be voted on by a majority, with some objections that we find that it carries a political agenda."[/size]
    [size=45]He pointed out that "the approval of the law did not come only from members of the National Salvation Alliance, which includes the Sadrist movement, the Sovereignty bloc and the Kurdistan Democratic Party, but even from members of the coordination framework and independent representatives."[/size]
    [size=45]Al-Khazali went on to say that “everyone has noticed, through meetings with ministers and relevant executive authorities, the necessary need for this law, because of its great benefit to the Iraqi economy, motivating development, supplying the ration card with good amounts, and providing strategic food security.”[/size]
    [size=45]For his part, another member of the committee, Jamal Cougar, stated that "the position within the Finance Committee has not been resolved until the present time, by submitting the law to a vote, and no date has been set for this process until the present time."[/size]
    [size=45]Cougar continued, "The objections that were registered relate to the extent to which the government has the right to express an opinion on the proposals of laws of a financial nature, according to the directions of the Federal Supreme Court after its transformation into the conduct of daily tasks."[/size]
    [size=45]He explained, "There are other objections related to the ambiguity in the amounts of the law, the mechanism of its disbursement, and the doors to which it will go."[/size]
    [size=45]Cougar added, "All these points need to be answered," noting that "the Finance Committee will continue its work until the completion of all the related matters of this proposal."[/size]
    [size=45]He expected, "The objectors, after the adoption of the law, will challenge it before the Federal Supreme Court, with different motives, and then we will know the judicial position on it."[/size]
    [size=45]Cougar concluded, "The House of Representatives resorted to this law after the Federal Supreme Court's decision was issued and ensured that the Council of Ministers could not send any bill, including the budget bill."[/size]
    [size=45]In addition, the State of Law coalition, Jassem al-Moussawi, said that "the coordination framework's objection to the proposal is distorted and there is a big difference between its title and content."[/size]
    [size=45]Al-Moussawi added, "The way to implement the financial obligations of the Iraqi people is that we proceed to form a government that has jurisdiction to present the draft budget."[/size]
    [size=45]He pointed out that "going into vague laws and taking them for a month or two, and their fate will be rejection by the Federal Supreme Court, as they are in violation of the constitution, is not in the public interest."[/size]
    [size=45]Al-Moussawi demanded, "not to waste time in such laws and to confiscate the efforts of the House of Representatives, which is supposed to vote on important legislation for the Iraqi people."[/size]
    [size=45]Al-Moussawi concluded, "The insistence of the Save a Homeland Alliance to pass the law comes to harness the funds that were received in it to serve this alliance, as well as other political goals that it could not achieve by accelerating the formation of the government and approving the budget.[/size]
