    [size=45]Experts in the economic affairs warned against the efforts of parliamentary bodies to pass a new law for emergency support for food security and development, calling for searching for solutions that would allow the legislation of the budget as soon as possible, stressing that its draft is a body for discussion after making some amendments to it.[/size]
    [size=45]The economic expert, Abdul Rahman Al-Mashhadani, said, "Parliamentary circles began promoting the enactment of a new law similar to the law of emergency support for food security and development that was approved last June."[/size]
    [size=45]Al-Mashhadani continued, “This proposal is hasty. Because the Food Security Law applies to the next year, with trillions of dinars guaranteed by the law allocated to the next government, which is supposed to be spent in 2023.”[/size]
    [size=45]He pointed out that "the normal exchange rate will be around 120 trillion," expressing his belief that "the proposal that is currently being talked about regarding a new law as an alternative to the budget, is intended to overcome crises."[/size]
    [size=45]Al-Mashhadani stated, "The draft budget law for the next year is ready, through the use of the draft law for the current year and making some amendments to it."[/size]
    [size=45]He stressed, "The period required to pass any law similar to the Food Security Law is the same as the period of public budget legislation."[/size]
    [size=45]Al-Mashhadani believes that “political crises have no prospect of resolving them,” wondering about “what is the guarantee for the formation of the government next year in order to send the budget bill to the House of Representatives?”[/size]
    [size=45]And he called, "to find legal solutions that allow the current government to send the draft budget law, because in light of the current data it cannot do so after it turned into a daily task 11 months ago."[/size]
    [size=45]Al-Mashhadani concluded, “The law on emergency support for food security has dealt with issues far from this topic, such as development and other issues, and food, according to what I heard from the official authorities, is secured until the fourth month of next year, whether in terms of internal production or external contracts. It is reasonable that we fail to pass the budget for that long.”[/size]
    [size=45]For his part, the other economist, Nasser Al-Kinani, stated that "the amounts of the Food Security Law are 25 trillion dinars, divided by more than 17 trillion for the current year, and the remainder to the next year."[/size]
    [size=45]Al-Kinani added, "There are many problems that will arise if the political forces are unable to form the government before the end of this year, and we will continue to agree on the 2021 budget."[/size]
    [size=45]He pointed out, "The remaining amount of the emergency support law can be recycled to food next year."[/size]
    [size=45]Al-Kinani pointed out that "this law bears many suspicions and was a major reason for the recent resignation of Finance Minister Ali Abdel Amir Allawi."[/size]
    [size=45]He agrees with al-Mashhadani, on the “necessity to complete all the requirements of the budget law legislation so that the House of Representatives can approve it,” adding that “the failure to legislate this law will not affect the payment of salaries, whether to employees or retirees.”[/size]
    [size=45]Al-Kinani concluded, “The Iraqi people will not remain silent about what is happening, especially if the political forces are late in passing the budget law after the formation of the government. As for staying in the government that handles daily tasks, this is completely unacceptable.”[/size]
    [size=45]The Finance Committee has confirmed that about 22 million Iraqis have been affected by the lack of approval of the budget for the current year, warning against a repeat of that next year, stressing that the government in charge of daily tasks cannot send this bill to the House of Representatives, in accordance with the decisions of the Federal Supreme Court.[/size]
    [size=45]Committee member Jamal Cougar said, "The economic situation in Iraq is very similar to a patient who cannot take medicine despite its presence in abundance in local markets."[/size]
    [size=45]Cougar added, "Iraq has a financial abundance, but it cannot benefit from it in the absence of the budget law for the current year, and the matter may extend to the next year."[/size]
    [size=45]He pointed out, "The data of the Ministry of Finance and the Central Bank indicate a surplus of $22 billion during the first half of this year."[/size]
    [size=45]Cougar warned, that "these amounts will not benefit the citizen, as they will not be converted into projects and job opportunities in the absence of the budget law."[/size]
    [size=45]He stressed, "Iraq is facing a real crisis that has more than one face. The most important aspect is that Iraq is going through a government that takes care of daily tasks that does not have the authority to exchange a dinar added to last year's expenses."[/size]
    [size=45]And Cougar stated, "The government cannot proceed with action plans or strategic projects, support for the private sector, and other aspects, all of which are completely suspended."[/size]
