    The technical advisor to the Prime Minister, Haitham al-Jubouri, announced, on Sunday, that salaries will not be affected by the existence of the budget or not, while he clarified the possibility of passing a law granting the current government to dispose of the financial surplus.
    Al-Jubouri said, "The financial surplus cannot be controlled or spent except by law," noting that "the issue of salaries and commitment to the operational budget and the investment budget has nothing to do with the existence of the budget or not, depending on Article 13 of the Financial Management Law No. 6 of 2019".
    Al-Jubouri added in an interview with the official television, "When the budget is not approved, 1/12 of the operational budget will continue to be spent depending on the data of the previous fiscal year, as well as from the investment budget for projects and governorates, depending on the achievement achieved."
    He continued, "We demanded in 2020 a law on deficit financing and borrowing, and in 2022 a law on food security, and if the situation continues as it is in 2023, the current government cannot send bills, and it is possible to ask the House of Representatives to approve a law proposal that adds some authority and legal cover for the government to act Some of the financial surplus achieved to increase important expenditures,” he explained, “If there is no legal cover for spending, the government will commit to spending 1/12 of the operational and investment budgets.”
