    A report by The Washington Institute said that Moscow now feels emboldened to openly host the leaders of the Iraqi "resistance" without any government role, including those on the US terrorist list. Contrary to the era of Prime Minister Mustafa Al-Kadhimi, Moscow will now not face any diplomatic repercussions from Iraq for its direct and public engagement with Iraqi militias under what it calls "Asa'ib Ahl al-Haq" the "resistance government" under the leadership of Prime Minister Muhammad Shia'a al-Sudani.

    The report, prepared by Eric Yavorsky, research assistant in the "Arab Politics Program" at The Washington Institute and followed by "NAS", stated that on November 26, 2022, the leader of the "Hezbollah al-Nujaba Movement" Akram al-Kaabi traveled to Moscow to hold meetings with Russian officials. Al-Kaabi met with three officials. The first was with Mikhail Bogdanov, Russia's deputy foreign minister and Putin's special representative for Middle East and African affairs. The second meeting was with Vitaly Naumkin, an Arab in his seventies who wrote his dissertation on medieval Muslim scholars and is now one of Putin's advisors. Within the “Valdai Club”, and the director of the “Institute of Oriental Studies of the Russian Academy of Sciences.” The third meeting was with Alber Krganov, a Tatar imam, mufti of Moscow, and head of the “Spiritual Assembly of Muslims of Russia” (one of the three major Islamic organizations in Russia).  
      
    The report pointed out that considering these officials together, they constitute an important group of hosts for this first experimental meeting, "and there is no doubt that Al-Kaabi met with other intelligence officials in unannounced meetings." Kaabi's visit to Moscow also included talks on Syria, where Hezbollah al-Nujaba has long been the most active foreign unit deployed by the Iraqi "resistance."  
      
    According to the report, Syria remains a source of concern for al-Kaabi and the al-Nujaba movement: the visit to Moscow was followed by an attack by three drones this year on the American "al-Tanf garrison" in Syria on January 20, 2023, which was claimed by a militia calling itself "Tashkeel".     The American report adds: Russian diplomats often meet with the various leaders of the "resistance" in Baghdad. The leader of "Asa'ib Ahl al-Haq", who is classified on the US list of terrorists and human rights violators, Qais al-Khazali, meets regularly with Russian ambassadors in Baghdad, including a recent (meeting) on ​​November 10, 2022 with the Russian ambassador to Iraq, Elbrus Kotrashev. Since the start of the war in Ukraine, the Russian Embassy in Baghdad has increased its engagement with "resistance" actors, appearing to materially support their pro-Russian propaganda operations throughout the Middle East, part of a broader Russian effort to shape the narrative around Ukraine in an environment in which they see greater success.
